A.2.1.4 Facility Descriptions
Boilers
The central heating plant (bldg. 101) serves the entire campus and contains three Trane Murray high pressure steam (HPS) boilers. The boilers are dual fuel using natural gas and no. 2 fuel oil; however, natural gas is their primary fuel source. All units are of the same type and capacity. They were installed in 1977 and were originally rated to output 40,000 lbs per hour. New burners were installed in 2011 rated for 31,480 lbs per hour.
The plant produces steam year-round at 115 pounds per square inch gauge (psig). Steam is needed in the summer season for the absorption chillers, heating coils on dual-duct air handling units, terminal equipment, clean steam generation for humidification and steam-to-hot water converters for heating and domestic hot water. Within the buildings, pressure reducing stations reduce the steam pressure to medium and low pressure.
The steam and condensate piping are in good condition. Distribution runs from the boiler plant, through the tunnels, and up the risers. In numerous mechanical rooms, insulation is missing from sections of the pipework. In the lower levels, some of the condensate return units were flowing to drain rather than back to the boiler plant.
Ameresco analyzed boiler data from the Supervisory Control and Data Acquisition (SCADA) system to determine the following baseline operating conditions.
The boilers operate with the following average thermal efficiencies:
Boiler 1: 73.4%
Boiler 2: 69.0%
Boiler 3: 75.1%
These averages were calculated by dividing the enthalpy difference between the outgoing steam and incoming condensate (Net Work Out) by the Btu content of the entering natural gas (Net Work In).
The boiler plant operates with the following steam load duration curve. The peak is 40.35 MMBtu and the lowest is 1.42 MMBtu. The load is relatively flat compared to most boiler plants and this is due to the use of the absorption chillers in the summer.

In addition, Ameresco used metered data from the Boiler SCADA System, the Schneider Electric
Energy Management System, and Con Edison utility bills to determine the steam load profiles based on Outside Air Temperature (Dry Bulb °F). The absorption chillers contribute significant load during warmer times of the year. During the IGA development, chiller operating logs for every day of 2016 were gathered to separate the baseline steam consumption into two groups; steam for heating and steam for cooling. Additionally, steam meters attached to both of the Broad absorbers were used to verify chiller consumption and efficiency. The graph below presents the baseline operating profile.

Chillers
The central cooling plant (bldg. 101) serves every building on site except building 16. The plant contains five chillers and one plate and frame heat exchanger as described in the table below. The chiller staging is selected manually and is dependent on the time of year, plant load, and the chiller operator preferences. Generally, the free-cooling heat exchanger and an electric chiller are used during the colder periods, while the absorbers are favored during the hotter times when building demand for heating and steam is reduced.

An existing Johnson Controls Metasys system controls the chiller plant; however, the chillers are staged manually. Each of the chillers’ (and heat exchanger’s) condenser pipework is headered together with 8 constant speed, 75 hp condenser pumps. The cooling towers operate with variable speed fans
(50 hp) and are in very good condition. Each chiller is paired with a constant speed, primary pump to meet its’ required evaporator flow rate. A condenser water by-pass installed allows mixing of condenser supply and return water. The bypass is used during extreme cold periods, and when switching from plate and frame heat exchanger operation to a mechanical chiller. Each of the existing chillers require at least 60°F entering condenser water to ensure adequate refrigerant migration to keep the compressor bearing lubricated. This limitation impacts the plants ability to concurrently operate the free cooling HX and a chiller. The condenser water setpoint is fixed, controlled manually, and was seen to vary between 78 and 85F
The chilled water piping in the plant is configured as a constant speed primary loop feeding a variable speed secondary loop. A bypass is installed to allow primary chilled water to recirculate when the secondary flow demand is less. The secondary chilled water loop pumps are controlled with VFDs based upon pressure sensors in each of the risers. Three of the nine secondary pump VFDs are not operating properly. In each of these three risers, the secondary pump VFDs are running in bypass mode and a hydraulic bypass has been opened to allow the supply chilled water to bypass the riser and become return chilled water, preventing dead-heading of the pumps.

The chiller plant operates year-round producing 42°F chilled water. Facilities personnel indicated that they utilize the free cooling plate and frame heat exchanger when the temperature (<40 °F) and load are low enough followed by an electric chiller. Transitioning from free-cooling to mechanical cooling is typically done with the single-effect Trane unit due to its reliability when running colder condenser water. During the summer months 2-3 of the absorption chillers operate continuously, an additional electric machine is required to meet the peak cooling load of roughly 3,500 tons.

Heating, Ventilation, and Air Conditioning
Heating
High pressure steam is generated in the central boiler plant and distributed at 115 psi throughout the campus. Pressure reducing valve (PRV) stations in multiple locations reduce the steam pressure for use in the buildings. The air handling units (AHUs) use steam for preheat and/or heating coils.
Existing direct fired steam humidifiers have been abandoned in place. Newer units utilize steam to generate clean steam for humidification. Steam is also used to generate heating hot water for use by perimeter finned-tube radiators.
Building 16 uses low pressure (15 psi) steam directly for space heating via steam radiators. The radiators are controlled by a single steam shut-off valve to the system. There are no active AHUs in bldg. 16.
Building 110 (Pool) uses two steam to hot water heat exchangers, one for pool water heating, the other for a hot water heating coil in the air-handling unit located on the roof.
Building 107 is heated through hot water perimeter radiation as well as hot water reheat coils on the
VAV boxes. Both hot water loops are steam-fired.
Cooling
The James J. Peters Hospital has over 52 AHUs serving buildings 100, 101, 105, 106, 107, and 110.
Building 16 uses unitary window-mounted air conditioning units and ductless split systems for space cooling. Most of the buildings on site are served with central air. Chilled water from the central plant is distributed to these air handling units. The chilled water is used at the AHUs to cool and dehumidify the circulated air. The table below shows a schedule of AHUs and their characteristics.
Ventilation and Air Distribution
The majority of the AHUs serving building 100 and 105 are dual duct units providing 90 to 110-degree air in the hot deck and 53 to 55-degree air in the cold deck year-round. The units were originally constant volume, but most were modified in the early 1990’s to operate as variable volume units. To accomplish this each supply and return fan was retrofitted with a VFD, fixed-volume restrictors in
Department of Veterans Affairs, TORFP VA-701-16-R-0057 Volume I Technical Proposal, Page 13
Use or disclosure of data contained on this sheet is subject to the restrictions on the cover page of this submittal each of the mixing boxes were replaced with a damper and pneumatic actuator, and pneumatic controllers were installed to control the volume dampers. The controllers were setup to reduce airflow by 50% when in the full heating mode. A pneumatically operated mixing damper controls (through a connected linkage) the ratio of hot and cold enter entering the mixing box. Because of this linkage, it not possible to control the air streams independently. The condition of the mixing boxes range widely from very poor to brand new (when they fail the site’s HVAC shop will replace them with new pneumatically controlled boxes with independent control of the hot and cold deck airflows). AHUs are generally in poor condition. The has conducted a study and implemented a five-phase approach to replacing most of the units. Construction of phases 1, 2, and 3 have commenced. Phase 4 has been designed and is waiting for funding, while work on phase 5 has not yet begun. Outside air dampers in most of the units have seized and been disconnected from the damper actuators (normally in the closed position). Finally, the supply fan VFDs are in poor condition and most have been placed in bypass or hand operation. Site operators have indicated that failure of the downstream duct static pressure transmitters have caused VFDs to ramp to 60Hz regardless of drive mode. A summary of the AHUs on-site is included in the table below.
