1. In section 4. SELECTION CRITERIA, it states, “The evaluation factors listed below shall be addressed in Part H of the SF-330.”
a. Items 2, 3, and 4 ask for project experience which are provided in Part F Example Projects of Part I. Due to the 35-page limitation, please confirm that the example projects do not have to be provided again Part H, but rather, a summary of the overall experience and past performance should be provided in Part H.
VA-PCAC Response: Example projects do not have to be provided again in Part H. A summary of overall experience and qualifications is acceptable.
b. Item 6 asks for the “Specific experience and qualifications of personnel proposed for assignment to the project.” This is addressed in Part E RESUMES OF KEY PERSONNEL.
Due to the 35-page limitation, please confirm that the resumes do not have to be provided again Part H, but rather, a summary of the qualifications and experience should be provided in Part H.
VA-PCAC Response: Resumes do not have to be provided again Part H. A summary of the qualifications and experience is acceptable.
2. In section 5. SUBMISSION CRITERIA/REQUIREMENTS, it states, “All SF-330 submissions must include the following information either on the SF 330 or by accompanying document…5) A copy of the firms Vet Biz Registry.” Please confirm that the copy of the Vet Biz Registry can be provided as an accompanying document that will NOT be counted in the 35-page limitation of the SF-330.

3. In section 5. SUBMISSION CRITERIA/REQUIREMENTS, it states, “Each page shall be in in Arial size 12 font, single spaced.” The SF-330 form uses font sizes that are smaller than 12 point. Please confirm that the 12-point font requirement only applies to the narrative text entered by Offerors onto the form.

4. Please confirm that the “Network 4 Fire and Safety Consulting firm” mentioned on page 4 of 7 will be contracted by the VA.
VA-PCAC Response: VA will coordinate Network 4 Fire and Safety Engineer reviews outlined in the pre-solicitation notice. The AE firm awarded contract will be required to have a Fire Safety Engineer certify specifications and drawings.
5. “Failure to provide requested data, accessible points of contact or valid phone numbers could result in a firm being considered less qualified.” Please confirm that the “requested data” refers to the information provided in Box 23 of Section F for each example project.

6. In section 4. SELECTION CRITERIA, Item 7) states: “Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. (This includes Awards, Outstanding Merits and Recommendations.)” Please confirm that offerors may provide CPARS evaluations, commendation letters, awards, etc. as attachments that will not count against the 35-page limit of the SF 330 Form.

7. Tables and other graphics will appear extremely cumbersome with Arial 12-point font.
Professional organizations in the industry typically use 6-point to 9-point for graphics. For example, the IEEE recommends 8-point and ASME recommends no less than 6-point. Will the VA consider allowing tables and other graphics to use a font size that is less than 12-point but no less than 6-point?
VA-PCAC Response: Yes.
8. The SOQ is to be submitted via email to the Contracting Officer by 3:00 PM ET on February 19, 2018. This is President’s Day (Washington’s Birthday), a Federal holiday. Please consider postponing the due date to February 20, 2018 or after, or confirm that the Contracting Officer will be available to accept and confirm receipt of the email submission on February 19.
VA-PCAC Response: The SF-330 submission due date is changed to 3:00 PM ET ON February 20, 2018.
9. In section 5. SUBMISSION CRITERIA/REQUIREMENTS, it states, “The page limitation of the SF- 330 shall not exceed a total of 35 pages. This includes title page, table of contents, and any other relevant information. Each page shall be in in Arial size 12 font, single spaced.” The RFP requires the Offeror to demonstrate project experience and key personnel qualifications/experience, as well as the factors in Section H, for itself and team members. Due to the large font requirement (Arial size 12), would the VA consider increasing the page limit to 50 pages to allow Offerors to sufficiently address the significant submission requirements? Or please consider allowing the use of a smaller and different font type that is still highly legible and supports ease in readability, e.g., Calibri 10.
