1. Are these data bases compatible with Excel or other spreadsheet workbooks? (Ref:
page 2 of 8, Description: The description states that the vehicles information is in two data bases, Federal Motor Vehicle Registration System (FMVRS) and Federal Fleet
Management System (FEDMS).
Answer: No – FMVRS does not allow for a bulk upload.
Yes - FedFMS does allow.
2. Will I need SAFE access credentials to view federal government files?
Answer: I do not know what SAFE access credentials are so I cannot answer this question.
3. Do the vehicle files contain repair histories and cost of repairs? (Ref: PWS, page 3 of
8, para 1a, Data Elements)
Answer: No
4. Does the VA assign an ID number to each vehicle to minimize the potential for erroneous VIN entries? (Ref: PWS, page 3 of 8, para 1a, Data Elements)
Answer: No, VIN’s need to be correct
5. Does the VA use GovDeals.com to auction vehicles no longer required or have exceeded their repair limits? (Ref: PWS, page 3 of 8, para 1a, Data Elements)
6. Does the VA data include Vehicle Class Codes as recommended in the industry standard American Public Works Association Guide? (Ref: PWS, page 3 of 8, para 1a, Data Elements)
7. Do the vehicles have assigned fuel cards and does the card provider have automated mileage information and fuel expenses retrieval and reporting? (Ref: PWS, page 4 of 8, para 1, Data)
Answer: Yes, the vehicles have fuel cards assigned. However, the fuel cards assigned send the bank transactions to GSA for upload to FedFMS. At times this information is not complete and a manual entry has to be completed.
8. Some late model diesel powered vehicles classes require use of DEF. Should this information be included in the FEDMIS data base? (Ref: PWS, page 4 of 8, para 1, Data)

9. Some states require annual safety and emissions testing. Are VA vehicles exempt from this requirement? How are records maintained of expiration dates of inspections/tests? (Ref: PWS, page 4 of 8, para 1, Data)
Answer: Not within the scope of this PWS
10. Will the government allow the bidder to include, in Volume I Technical, resumes of
Key Personnel, as well as contract references performed by Key Personnel? (Ref:
Solicitation, page 3 of 8, References and company Key Personnel)
Answer: Yes, include References and Key Personnel in Volume 1.
11. How will the Government websites be accessed?
Answer: With a username and password.
12. Does the customer provide the computers?
Answer: The contractor is responsible for providing the computers. The Government is only providing access and system training to complete the PWS objectives.
13. What does “over 5,000 vehicles” mean? Is it 25,000 or 5001?
Answer: This is the approximate numbers of vehicles in our fleet.
14. Is the data on the 5,000 vehicles already in the system (uploaded) and current?
Answer: Yes, but not current.
15. How frequently does this number change and by what percent annually?
Answer: The number of vehicles change every fiscal year as VA mission changes.
16. Is there expect growth on the fleet?
Answer: Yes.
