Dallas CMOP Restroom Renovation Project # 763-18-01 Solicitation Number 36C77020R0002
PRE-PROPOSAL QUESTIONS
Questions Due February 4 @ 4:00 PM Proposals Due February 13 @ 4:00 PM
VA Clarifications:
1. For Sheets P101 and P201, the 2” CW horizontal line that the new women’s is tapping into stops above the men’s restroom. So, there is no existing branch line over to the women’s, it would be all new.
2. There is no decking on the existing women’s and men’s ceiling to work from.
Questions and answers listed are the following pages. The original question is pasted in black font and the VA response is in red font.

1. Q: I did not see any vent lines in the new women’s restrooms for any of the water closets. Were the vent lines run below the floor? If so, that would be a wet vent and I’m not sure the inspector will let that fly.
A: All vent piping is new except for the VTR. Also, on Sheet P201, diagrams 1 and 2 should be switched. They currently reflect the incorrect rooms.
2. Q: It looks line the underground piping for the new women’s restroom has already been installed. Is this a safe assumption?
A: Refer to Sheet P101, which shows existing versus new piping and floor drains.
3. Q: I noticed that the 2 new floor drains were not installed and would require saw cutting more concrete out in order to install them. Do you know the size, material type and depth of the existing drain?
A: Unknown, the new drain locations and sizes are shown on Sheets P101 and P201.

- It appears that the layout of the water closets as roughed in for the Women’s Restroom 203 does not match the drawings as shown on sheet P101 as issued by Baird Hampton Brown on 03/08/2019.
o Q: Is it the intent of the VA to utilize the framing and plumbing piping installed for the new
Women’s Restroom 203 as viewed on the job walk, even though it does not meet plumbing code requirements?
A: It is VA’s intent to meet the code requirements per the City of Lancaster and TAS.
Some piping may need to be modified/adjusted to align with the fixture layout. The fixtures, per the design, have been located to meet code and comply with TAS.
o Q: Is it the intent of the VA for the sanitary sewer, sanitary vent, and domestic water piping to be installed as shown on the Plumbing drawings dated 03/08/2019?
A: Yes. All vent piping is new except form the VTR. Also, on Sheet P201, diagrams 1 and 2 should be switched. They currently reflect the incorrect rooms.
o Q: If the intent is for the new plumbing piping to match the drawings issue, the wall framing will have to be removed for the correction of the plumbing piping installed for women’s restroom 203.
A: The intent is to meet the code requirements per the City of Lancaster and TAS.
- The phasing plan on AD101, issued 03/08/2019, indicates the rework of the Existing Men’s restroom 203, to be performed during Phase 3. Once the work of Phase 2 for the Existing Women’s Restroom 202 has commenced, due to sharing the chase wall and sanitary lines, the Existing Men’s restroom 203 will be out of commission. Would it be possible for Restrooms 202 & 203 to be taken down during the same phase and utilize the Men’s Lobby Restroom for the duration until New Men’s Restroom 202A and 202B are completed?
o Q: If the Lobby Men’s restroom cannot be utilized in this manner, will temporary doors and wall partitions be required for in the New Women’s Restroom 203 to allow for separate men’s and women’s water closet usage, and utilize the lavatory space as a common area until construction is completed?
A: During the interim, the lobby restroom cannot be utilized for all men’s restroom usage, and the new women’s cannot be separated. The contractor needs to provide a plan that limits the downtime to utility tie-ins.
- Q: Is the area above the ceiling in the existing space considered a return air plenum?
A: Negative. The return air is at the new unit as shown on Sheet M101.
- Q: Will the use of carrier mounted, wall hung water closets be permitted?
A: Negative. Refer to the 03/08/2019 P Sheets and 12/12/2019 Bidding Addendum.
- Q: Is the plumbing in the common chase on existing restrooms 202 and 203 above the floor or below the floor? (If it is Below the floor all those walls have to come out, To remove the concrete.)
A: Refer to Sheets P101 and P102. Plumbing connections are above floor. Water closets are floor mounted with a rear outlet connection.
- Q: If we have to remove spoils and concrete To the outside. Can we use motorized wheelbarrows?
A: Motorized wheelbarrows that are not gas or diesel may be utilized but will need to be approved prior to use.

“I’m noticing on this bid that it shows Avonite solid surface material but says to be decided on the color. So, do you know if they have actually picked a color for us to bid on? Avonite has 10 different price groups arranging from $290.00 up to $1,365.00 per sheet.”
Can you please advise how to proceed with choosing a color group?
VA has not selected a color. However, VA prefers a neutral option on the lower end of the price range.

General:
1) Q: Are there any special work hour restrictions in effect or this project A: Not specifically. The project must not interrupt CMOP production. While the site is not located in the CMOP production space, it is in the vicinity. Therefore, consideration must be given to the movement of materials and equipment, noise, utility outages, etc.
2) A: Are there any asbestos abatement or other hazardous material abatement requirements associated with the project? If so, please provide the appropriate survey reports A: Negative, no non asbestos or other hazardous material.
3) Q: Please confirm that the project is sales tax exempt A: Yes, the federal government is an exempt organization and paying for the project. The Federal Government is exempt per Rule 3.322. The Tax Permit Number is 74-1612229.
Flooring RFIs
1) Q: Are there attic stock requirements for the tile?
A: None
2) Q: Will the contractor be required to perform a moisture content test on the floor prior to floor tile installation?
A: Refer to Specification Section 09_05_16.
3) Q: Is crack isolation or waterproofing required at floor tile?
A: Refer to Specification Section 09_05_16.
Plumbing RFIs
1) Q: Concerning the work that has already been accomplished (Plumbing and HVAC) in the women’s restroom was there a permit obtained for that work?
A: No permit was obtained for the electrical, plumbing, or fire suppression.
a. Q: If we find that the work already completed does not meet local code will we be required to redo the work to meet local code requirements?
A: Yes, the VA would negotiate the impact as a differing site condition or change in scope.
3) Q: Is Poly Pipe (PEX) Pipe & Fittings Acceptable for Domestic Hot & Cold-Water Plumbing Systems?
A: No, refer to Specification Section 22_11_00.
4) Q: Is PVC Schedule 40 Pipe & Fittings Acceptable for Sanitary Waste Piping Below Ground?
A: Yes, refer to Specification Section 22_13_00.
5) Q: Is PVC Schedule 40 Pipe & Fittings Acceptable for Sanitary Vent Piping Above Ground
A: Yes, refer to Specification Section 22_13_00.
6) Q: What are the allowable work hours for Plumbing & HVAC Scope?
A: The CMOP facility is typically open from 6am to 6pm Monday through Friday, and the Production system is typically operational from 6am to 2:30pm Monday through Friday, which is when the most staff are using the restrooms. Those timeframes can change depending on workload. The project must not impact production operation and limit impact to staff. After hours work can be scheduled in advance for work activities that are higher risk.
