Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:
Medical requested for prescriptions for veterans by Doctors at the VA Medical Centers we service from Dallas VA CMOP.
J&A supporting an RFQ for a - NAME BRAND ONLY - Medical Supply item, used in Patient Care. - “Name Brand Only” meaning - no other like item will do.
Neither the CMOP nor Contracting Officer have the authority to change a Physician’s prescription.
No National Drug Code (NDC) substitutions are permitted. In the VA, Pharmacy Benefits Management (PBM) has determined that CMOP IDs in the National Drug File (N F) will most always identify “brand specific” products in the VA (SEE BELOW).

4. Description of market research conducted and results or statement why it was not conducted:
a. Medications previously purchased open market from SDVOSBs
b. Vip.Vetbiz.Va.Gov search NAICS Code 325412 shows 74 SDVOSB’s capable of bidding.
c. The CO has a reasonable expectation that two or more SDVOSBs will bid on this RFQ.
d. CO has a reasonable expectation SDVOSB authorized vendors who sell the product or can get the product from an authorized source.
e. It is not certain if vendors can get the product at the same cost as the manufacturer.
f. The manufacturers are a large business and have never offered a quote in past solicitations.
