About this file

This document is a set of Questions and Answers related to a federal contract opportunity for the procurement of a Cart Washer for the Omaha VA Medical Center. The key details are:

The existing stainless-steel exhaust system can support the required 1200CFM exhaust for the cart washer. The floor drain needs to be modified to be flush with the floor per the manufacturer's recommendations. No flooring repairs are required under the existing machine. The contractor must provide a dumpster for disposal of trash during the project. The contractor can remove the condensate return header down to floor grade with a valve, ensuring adequate lift if the condensate is to return to the low pressure condensate return system. The procurement is subject to the Service Contract Act (SCA) Wage Determination, not the Davis-Bacon Act. The Contract Opportunity is a Solicitation (RFQ) for a firm fixed-price contract to provide a Cart Washer to the Omaha VA Medical Center, with a SDVOSB set-aside. Quotes are due by 5:00pm CST on 05-10-2024.

Following site visit on 5/2/24:

· Exhaust – please provide detail on existing stainless-steel exhaust regarding current functionality and if it can supply 1200CFM exhaust? Does this existing exhaust only support the current cart washer or is other equipment tied to it?

If indeed the requirement is 350 CFM, the existing exhaust fan will work. I’m not 100% sure which exhaust fan is dedicated to the cart washer but EF-1 is 3000 CFM, EF-2 is 1725 CFM, and EF-3 is 945 CFM.

· Floor Drain – currently sits proud on the floor by 2” and should be modified to be flush with floor, is this allowable? Install per the manufacturer’s recommendations (reference to OD size and floor sink in spec sheet of equipment to handle gpm discharge)

· Flooring – do costs need to be included for repair/replacement of flooring under existing machine? No flooring repairs shall be required where the cart washer resides. Contractor will be responsible for any flooring defects created during the period of performance of this (should any result)

· Dumpster – do costs need to be included to provide delivery and removal of a dumpster for disposal of trash, or is a dumpster available onsite? Contractor shall provide dumpster, location and duration which will be discussed upon award. All attempts to limit to limit mobilization on site shall be taken

· In order improve performance of equipment and clean up overhead space, can we remove the condensate return header down to floor grade with a valve? Contractor shall ensure adequate lift if condensate is to return to the low pressure condensate return system. Reviewing pg 6 of the equipment drawings it appears that this is “routed to the washer drain”. Should this go to the sanitary sewer, contractor shall ensure proper sloping, pipe/fittings to route moisture.

· Davis-Bacon Wages – does this apply? No the Davis-Bacon Wages does not apply as this procurement is being treated as a service and not a construction requirement. The SCA Wage Determination will apply.
