Justification for Single Source Awards IAW FAR 13.106-1 For Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID:_36C263-22-AP-1784______

1. Contracting Activity: Department of Veterans Affairs, NCO 23, St Cloud VA Health Care System, Supply Team II, St Cloud MN.

636-22-1-1963-0033 Vitek 2 $104,128.65

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Replacement of the Vitek 2 Compact Antimicrobial Suceptibility and Identification Instrument with a new Vitek 2 Antimicrobial Susceptibility and Identification Instrument. Used for susceptibility testing and identification of microorganisms from patient specimens. Estimated amount: $104,128.65

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The antimicrobial susceptibility and identification system must be able to connect and be compatible with the current Myla middleware used. No other antimicrobial susceptibility instrument has the ability to connect with Myla. The system must be able to use the current susceptibility and identification cards used and no other system uses these cards.

4. Description of market research conducted and results or statement why it was not conducted:

Myla middleware is only compatable with Biomerieux system and the Vitek 2 is a Biomerieux instrument. Biomerieux is the only system that uses the antimicrobial susceptibility cards and identification cards that are currently used.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
