This amendment is to include a copy of the attached questions submitted and their responses.

This amendment also extends the date due for offerors to 4/20/2021, to allow for scheduling any site visits offerors may wish to conduct.

1. In the Solicitation (Page 5) in Section 3. STATEMENT OF WORK, under Emergency Services, it states “Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem.” Are Acts of God including those phenomena that are uncontrollable by the Contractor also to be fully covered (i.e. lightning, utility company power failures, single phasing, and/or transients or spikes, etc.)? VFD’s are in place to offer protection from surges and dirty power. Each failure will need to be analyzed.

2. In the Solicitation (Page 5) in Section 3. STATEMENT OF WORK, under Emergency Services, it states “Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem.” Is refrigerant (including both labor and material) to be covered and included by the Contractor for the duration of the contract? Refrigerant loss due to component failure is not the responsibility of contractor. i.e. Ruptured line. Refrigerant loss due to minor leaks to maintain peak efficiency will be part of the service.

3. In the Solicitation (Page 5) in Section 3. STATEMENT OF WORK, under Emergency Services, it states “Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem.” Then in the same section, under Additional Repairs, it states “in the event equipment requires repairs that fall outside of this Statement of Work (SOW), a detailed itemized Quote will be provide to the COR/CO for approval. This quote will list individual parts and labor. No work will begin until the COR or CO have given the approval.” What specific repairs would “fall outside of this Statement of Work”? Please provide examples so that the SOW is better understood, if possible. If a bonifide emergency exists, MVAHCS will need quote for repairs. CO must give approval for repairs outside of the SOW.

4. In the Solicitation (Page 8) under Appendix A, it states “Maintain the following items related to the equipment listed above, per designated schedule: Calibration services of the flow meters/DP sensors.” How many flow meters are to be covered by the Contractor? How many DP Sensors are to be covered by the Contractor? Two Flow Meters and Two DP Sensors

5. In the Solicitation (Page 8) under Appendix A, it states “Maintain the following items related to the equipment listed above, per designated schedule: Vibration Analysis of the pumps.” How many pumps are required to be annually vibration serviced? Recommend contractor to conduct a site visit and determine what is involved in this process.

6. In the Solicitation (Page 8) under Appendix A, it states “Maintain the following items related to the equipment listed above, per designated schedule: Vibration Analysis of the pumps.” Is the Contractor required to perform annual mechanical Preventive Maintenance on each Pump? Are emergency service parts and labor required for the pumps? Yes. Emergency pump repairs are a case by case basis

7. In the Solicitation (Page 8) under Appendix A, it states “Maintain the following items related to the equipment listed above, per designated schedule: Vibration Analysis of Cooling Towers.” Is the Contractor required to perform annual mechanical Preventive Maintenance on each Cooling Tower? Are emergency service parts and labor required for the Cooling Towers? Yes. Emergency Repairs are on a case by case basis

8. In the Solicitation (Page 8) under Appendix A, it states “Maintain the following items related to the equipment listed above, per designated schedule: Vibration Analysis of the Cooling Towers.” How many towers are required to be annually vibration serviced? Eight Cooling towers

9. Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem.” Then in the same section, under Additional Repairs, it states “in the event equipment requires repairs that fall outside of this Statement of Work (SOW), a detailed itemized Quote will be provide to the COR/CO for approval. This quote will list individual parts and labor. No work will begin until the COR or CO have given the approval.” What specific repairs would “fall outside of this Statement of Work”? Please provide examples so that the SOW is better understood, if possible. Contractor will provide preventative maintenance and services in accordance with manufactures recommendations of equipment. Bonifide Emergencies are anything that will prevent the chiller from operating properly. Determined by ambient outside air conditions. MVHACS Chiller Plant supervisor will determine when it is considered and emergency.

10. In the Solicitation (Page 5) in Section 3. STATEMENT OF WORK, under Emergency Services, it states “Contractor shall diagnosis, repair, replace parts and perform labor to correct the problem.” Then in the same section, under Additional Repairs, it states “in the event equipment requires repairs that fall outside of this Statement of Work (SOW), a detailed itemized Quote will be provide to the COR/CO for approval. This quote will list individual parts and labor. No work will begin until the COR or CO have given the approval.” What specific repairs would “fall outside of this Statement of Work”? Please provide examples so that the SOW is better understood, if possible. Quote is required before work is performed. MVAHCS will acquire other quotes to achieve best value pricing. Example: Compressor failure.

11. If during the condenser tube cleanings of the chillers, blocked tubes are discovered due to excessive fouling caused by inadequate chemical treatment of the cooling towers, who is responsible for the added cost of acid washing the tubes to clean them? Contractor. Tubes are cleaned during spring startup outlined in this contract. Water treatment contractor will be brought into the discussion to assist in finding the root cause of the fouling.

12. If during the condenser tube cleanings (and/or eddy currents being performed), the Contractor discovers weak, ruptured, or thin tubes that require permanently plugging, is the Contractor responsible for the costs of permanently plugging the tubes? Yes. Please inform Chiller Plant Supervisor of the issue.

Contractors are always encouraged to conduct a site visit during the solicitation phase of the contract. This provides the contractor time to evaluate the system covered under the contract. By doing so, it helps alleviate any gray areas that are unclear in the SOW.
