Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, VISN 23, Iowa City Medical Center, NCO 23 Iowa City Supply Branch, 636-19-4-4666-0786

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Iowa City VAMC requires a second Oximetry device to verify findings from research. The ophthalmologic department needs to be able to measure the oxygen content of the eye fundus and take pictures of the overall health of the eye for research. This research leads to improved treatments for veterans. This machine is approximately $84,554.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: There are only two devices in the entire world that perform this function and Iowa City VAMC already owns the other device. The second device will be used to ensure results are consistent for research.

4. Description of market research conducted and results or statement why it was not conducted:

Extensive market research in several medical journals, online, FPDS, and GSA was accomplished, as well as visiting manufacturer sites.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
