1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 23 (NCO 23), 4801Veterans Drive, MN 56303. Organization Activity: Minneapolis VA Health Care System (MVAHCS), One Veterans Drive Minneapolis, MN 55417, 618-19-4-082-0026.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Emergency Brand Name Only, firm fixed price purchase order for Xpovio for the Minneapolis VA Health Care System.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This was an emergency requirement for cancer treatment Xpovio that needed to be delivered on 8/9/2019 to the Minneapolis VA Health Care System. The Minneapolis VA had 2 veterans that were prescribed treatment using Xpovio by their provider. No other manufacturer’s cancer treatment would be acceptable as the veteran was prescribed Xpovio by their provider based on their unique medical situation and treatment requirements.

4. Description of market research conducted and results or statement why it was not conducted:

VetBiz was searched under NAICS code 325412 which returned 75 results. This was an emergency procurement for cancer drug Xpovio. There were 3 vendor’s identified who could provide the drug, all 3 are large businesses. Based on this, pricing was obtained from the 3 large businesses.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
