2. Nature and/or Description of the Action Being Processed:
FAR13.5 Simplified Procedures for Certain Commercial Items: This procurement is for a firm fixed-price, Brand Name Only, 100% SDVSOB Set-aside purchase order for GE central stations in accordance with FAR 13.5 Simplified Procedures for Certain Commercial Items and specifically FAR

3. Description of Supplies/Services Required to Meet the Agency’s Needs: This procurement is for the replacement of 46 GE central stations in the nursing stations of the Minneapolis VA’s CIC (Clinical Information Center). The central stations are utilized to receive patient vitals information (SPO2, heart rate, NIBP) from bedside patient monitors and telemetry packs. Information is sent to the CIC via a separate proprietary GE network.
The Minneapolis VA is also purchasing GE Reporting Software (Alarm Spotlight Media & AI Onprem) as an addon to their existing GE software, Carescape. The reporting software adds additional alarm features and allows for tracking and capturing alarm data for review, comparison and training.
IGCE:
Delivery: 120 days ARO
4. Statutory Authority Permitting Other than Full and Open Competition: The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2) and through statutory authority 41 U.S.C. 3304(a)(1).
5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
The Minneapolis VA currently utilizes a GE brand patient monitoring closed system that consists of central stations, servers, switches, wireless access points, cabling, bedside monitors, mobile telemetry monitors and software. The current central stations located in the CIC nurses’ stations are end of life and need to be replaced. The rest of the GE system and equipment are still working and within their life cycle. The new central stations need to be GE stations as no other manufacturer’s central stations are compatible with the existing GE system and equipment. If another

Revision 08 Date: 04/18/2018 manufacturer’s central stations were purchased it would require replacing all the existing GE system and equipment at a significantly higher cost.
The Minneapolis VA is also in need of an add on to their existing GE patient monitoring software.
They require additional alarm features and reporting capability for tracking and capturing alarm data for review, comparison and training. As the current patient monitoring software, Carescape, is manufactured by GE the software for these additional capabilities needs to be GE software for compatibility and connectivity.
