SOURCES SOUGHT
The purpose of this synopsis is to gain knowledge of potential qualified sources and their size classification (hubzone, 8(a), small, small disadvantage, service disabled veteran owned small business, or large business) relative to NAICS 325412.
Responses to this synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, a solicitation announcement may be published on FBO and/or ebuy. Responses to this sources sought synopsis are not considered adequate responses to the solicitation announcement.
GENERAL REQUIREMENTS: The supplies required to meet Department of Veterans Affairs requirement at the Iowa City VA Health Care System in Iowa City, IA. Non Pet radiopharmacy unit doses. Technecium doses are to be from non high enriched uranium derived material. To include Pertechnetae, HDP, MAA,Mebrofenin, Sestamibi, Sulfur Colloid, Mag- 3, Ceretec WBC labeling, In-111 WBC labeling, I-123 MIBG, I-131 diagnostic and therapy doses.
The contract: 10/1/2018-9/30/2019 order on an “as needed basis”.
• Delivery Requirements:
o All products should be delivered Monday thru Friday as needed.
o STAT doses to be delivered within 1 hour after receipt of web or telephone order from a designated individual o Labeled WBC doses to be returned within 3 hours after receipt of web or telephone order from a designated individual
1. The 10 Federal Holidays observed by the Federal Government are:
New Year’s Day January 1 Martin Luther King’s Birthday 3rd Monday in January Presidents Day 3rd Monday in February Memorial Day Last Monday in May Independence Day July 4 Labor Day 1st Monday in September Columbus Day 2 Monday in October Veterans Day November 11 Thanksgiving Day 4th Thursday in November Christmas Day December 25
The President of the United States of America may declare additional days as a Federal holiday, and if so, this holiday will automatically be added to the list above. When a holiday falls on a Sunday, the following Monday shall be observed as a Federal holiday. When a holiday falls on a Saturday, the preceding Friday shall be observed as a Federal Holiday.
2. All products provided under this contract shall meet all requirements of the Nuclear Regulatory Commission (NRC). All products provided under this contract shall be packaged and shipped in accordance with the requirements of the NRC and Department of Transportation (DOT). All products returned will also be packaged in accordance with the requirements of the NRC and DOT.
3. Compliance with all OSHA manufacturing, packaging and shipping regulations is required.
4. The products under this contract shall meet all requirements under the FDA and United States Pharmacopeia and the National Formulary (USP-NF).
5. The contractor shall guarantee the quality of all radiopharmaceuticals. Quality control shall include percent tag and MO99 breakthrough as appropriate. The Contractor shall provide Quality Control on each agent dispensed. The Contractor shall guarantee the quality of all radiopharmaceuticals. The Contractor shall provide complete documentation on Quality Control results upon request.
6. The Contractor shall provide 24-hour on call service for emergency procedures.
7. The Contractor shall provide complete documentation on inventory, disposal and patient dose records upon request.
8. The Contractor shall be capable of providing the radiopharmaceuticals and estimated quantities listed below. Types and quantities of product may change throughout the course of the contract. Contractor will provide a mutually agreeable solution during product shortages.
9. Payments: invoices are to be submitted weekly, in arrears, for all products delivered during the previous week. Invoices shall be sent to the address as indicated on the purchase order.
10. RECALLED AND DEFECTIVE PRODUCTS: the Contractor will immediately notify the Contracting Officer of any recalls of product or other important product safety issues. As appropriate, the Contractor will replace and/or reimburse recalled / defective products at no cost to the Government. The Contractor may be liable for costs of processing recalls, i.e. administrative and clinical services to replace recalled / defective products.
11. C&A REQUIREMENTS. “The C&A requirements do not apply, and that a Security Accreditation Package is not required.
Quantities are an estimation only and may vary slightly.

If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from this response.
Responses to this sources sought is not a request to be added to a prospective bidders list or to receive a copy of the solicitation. Information received as a result of this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice does not represent a commitment by the Government to pay for costs incurred in the preparation and submission of information or any other costs incurred as a response to this announcement.
