Hospitals using online and critical care education programming often need to supplement the program with several additional classroom instruction days, resulting in additional cost. Additionally, instructor time is spent troubleshooting computer issues, rather than providing face to face education or mentoring in the clinical setting.
Instructor led classes provide an opportunity for students to ask questions, discuss content, apply concepts to case examples, and receive feedback from the instructors. VHAMIN requires 33 unique, instructor-led programs to be offered for healthcare professionals in the following areas:
· ECG Rhythm Interpretation
· Critical Care Nursing
· General Interest (i.e. Pain Management in the 21st Century, Palliative Care, Advances in Diabetes Management)
· Role Development (i.e. Precepting with Confidence and Competence, Entry into the Charge Nurse Role)
· Preparing nurses to care for critically ill patients is one of our primary purposes. For example, ECG Rhythm Interpretation is offered at least monthly, allowing for flexibility in staff education.
Through a full membership continuing education program, VHAMIN requires free access to 36 online courses (see attachment 1) and an average of 100 in-person conferences held at participating healthcare centers per year. Additionally, free access to health care simulation centers are needed for specialized training requirements.
The only known local organization that can provide these continuing education requirements is TCHP Education Consortium, as travel funds are not authorized.

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
a. Only One Responsible Source (FAR 6.302-1) – The TCHP Education Consortium is the only locally accredited organization who provides the required, continuing education requirements; as no separate travel is authorized or funded. The Twin Cities Health Professionals Education Consortium is an approved provider of continuing nursing education by the Wisconsin Nurses Association, an accredited approver by the American Nurses Credentialing Center's Commission on Accreditation. Completion of continuing education is required in Minnesota for most health care professionals including nursing. Currently the TCHP is comprised of two major public teaching hospitals in the state of Minnesota. It includes the Minneapolis VA Medical Center and Hennepin County Medical Center along with Northfield Hospital as an associate member. The TCHPEC is continually working to expand its healthcare network to offer its resources to a wider audience within the Twin Cities region.
The history of the educational consortium dates back to 1975 when nursing directors and educators convened in an effort to solve critical care education problems. Through collaboration and networking an extensive educational program was developed which encompassed content related to critical care, psychiatric and operating nursing, research, client/staff education and leadership. This interaction proved to be beneficial that in 1980 the consortium (consisting of the three medical centers listed above the University of Minnesota Hospital) became incorporated as Minnesota Association of Professional Teaching Hospitals (MAPTH). In 1983, MAPTH hired a coordinator to facilitate development and implementation of programs. In 1996 the University of Minnesota Hospital withdrew from the consortium and MAPTH was reorganized as Twin Cities Health Professional Education Consortium (TCHPEC).
