Justification for Single Source Awards IAW FAR 13.106-1
For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan ID: VA263-18-AP-6531, Sterile Processing Storage System
1. Contracting Activity: Department of Veterans Affairs, Sioux Falls, SD VAMC with the Network
Contracting Office (NCO) 23 Supplies product line in Coralville, IA. Purchase Requisition (PR) 438-18- 3-4410-0013.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Sterile processing storage tray system, meeting or exceeding, Association for the Advancement of Medical Instrumentation (AAMI) ANSI/AAMIU ST79 and IAHCSMM Central Service Manual (Page 347) specifications to correct findings and discrepencies in Sterile Processing Systems inspections.
This is a brand-name justification for the Belintra manufacturer sterile processing storage systems.
The Belintra system has the ability to meet the above listed standards and specifications as supported by the following information listed in the characteristics and market research sections of this justification.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The Belintra storage system utilizes wrapped or rigid container surgical trays and single peel packaged instruments eliminating potential compromising of the sterile packaging from dragging, sliding, crushing, bending, compressing, or puncturing. Belintra provides dedicated shelving that follows the instrument set from beginning of sterile process to end of process.
These characteristics of the Belintra storage system allows for approxiamately 75% more storage space and eliminates the stacking of instrument sets that improves the ergonomic, safety, and work process of employees. System track is designed off the ground and at the top of the system allowing easier access for cleaning that is crucial to the sterile environment and processes necessary of the system.
4. Description of the Market Research Conducted and the Results, or a Statement of the Reasons
Market Research Was Not Conducted: Market research conducted included review of sterile processing standards, review of products and solutions at industry conferences and Sources Sought Notice, 36C26318Q0636, and search of catalogs on the internet for technically acceptable solutions at the best value for the government.
Sources Sought Notice, 36C26318Q0636, resulted in one VOSB vendor and one WOSB vendor response as distributors and resellers of the Belintra storage system with current and past installations completed at VA medical centers. On 7/11/18, the OEM, Belintra, submitted

VHAPM Part 813.106 Page 2 of 2 Original Date: 08/30/17 Revision 01 Eff Date: 04/23/2018 information through Halyard Health that the only authorized reseller and distributor of the Brelintra Sterisystem is Halyard Health. All other responses received in the market research and Sources Sought are considered “gray market” sources.
Sources Sought Notice, 36C26318Q0636, resulted in an alternative product by the KTW Group with an authorized SDVOSB vendor distributor, Truss Crane, INC. Upon review of the customer specifications and Sterile Processing inspection results and findings, the KTW Group alternative product did not provide for DIN sizes, an open stainless-steel case cart with removable individual shelves or sliding columns options. Without these specifications, the KTW Group product line has been determined technically unacceptable.
Customer conducted online market research using the internet and found the below product lines not meeting specifications or the recommended Sterile Processing inspection findings:
