Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($150K)

Acquisition Plan Action ID:__VA263-17-AP-8982____________________

1. Contracting Activity: Department of Veterans Affairs, VISN 23, Minneapolis VA Health Care Center, 618-18-1-029-0001, Procurement of Vein Harvesting Cannula

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

A firm fixed price contract will be awarded on a sole source basis for the procurement of the Vein Harvesting Cannula used for surgical procedures. This system harvests the saphenous vein and radial artery. The estimated quantity is 13 and the estimated cost is $79,170.00.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Maquet is the original equipment manufacturer of this item. This item is highly specialized and used during coronary bypass procedures. This item is disposable and is the only system that is controlled by foot pedal. The Minneapolis VA Health Care System owns the equipment that these components attach to and warranties would be voided if the OEM’s components are not used.

4. Description of market research conducted and results or statement why it was not conducted:

Due to the components currently being used that connect to this piece of equipment and warranties would be voided if not using the OEM’s components, this will not be solicited until the life of the original equipment has expired.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
