The purpose of amendment 36C26226Q0037 P00001 is to change NAICS code from 333924 to 532490 and answer the following inquiries:
Q1: Request the agency remove the requirement that a new item be provided, along with the requirement that the provider be an authorized reseller or dealer with an authorized letter from the OEM.
A1: New item shall be provided. The vendor must be an OEM authorized distributor for the proposed equipment/system, verified by an authorization letter or other documents from the OEM. No grey market items.
Q2: Uptime for any equipment is determined by the OEM, not the owner or lessor. The requested system, a GE Voyager, carries 98% i a 98% uptime guarantee. Will the requirement remain at 100% uptime, or will it be adjusted to reflect the OEM’s guarantee?
A2: 98% is acceptable.

Q3: Are there any required specifications for the following accessories (Pulse oximeter, Power injector, IV contrast warmer)?
A3: No required specifications as currently not using them.
Q4: PWS specifies a 2-hour response time, while the OEM’s service contract guarantees a 4-hour response time. Per VAAR gray market regulations, we must use the OEM for all service and parts. Will the 2-hour response requirement remain, or can it be adjusted to align with the OEM’s 4-hour response policy?
A4: Historically, we have had imaging trailers that have been able to provide a response time in less than 2 hours. We would like to maintain this expectation. This will allow for issues to be resolved faster with less negative impact on our Veteran’s health care.
Q5: We recently built and delivered a 12x60 transportable for Little Rock VAMC. That project, from award to installation, took approximately 11 months, largely due to some unique variabilities with the project. However, trailer manufacturing typically requires 6–8 months. After completion, the contracting officer did a mod to move the pop date from the time of award to actual performance 11 months later. Is a similar award-to-installation timeline acceptable for this project?
A5: Installed and operational by March 15, 2026.
Q6: If not, would a traditional 8x48 unit be acceptable as an interim solution while the new system is being built?
A6: No
Q7: What specific cardiac exams will be performed on the mobile system?
A7: Various exams from routine cardiac including but not limited to the left chamber of the heart to specialized sequences involving the entire heart.
Q8: In the PWS, the requirement list includes breast software but not the breast coil itself. Can you confirm whether a breast coil is needed?
A8: Yes
Q9: If so, will you require imaging only, or biopsy capability as well?
