About this file

This document is an Amendment of Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs Network Contracting Office 22 for solicitation 36C26226Q0024. The amendment addresses vendor inquiries regarding a supply contract for industrial gas manufacturing (NAICS 325210). Key details include clarifications on the contract type (confirmed as a supply contract), the lowest price evaluation basis, and modifications to contractor liability language.

The amendment provides responses to three specific vendor questions: (1) confirming the contract is a supply contract for industrial gas manufacturing, (2) explaining the rationale for lowest price evaluation basis, and (3) addressing liability insurance concerns. The most substantive change involves revising the contractor's liability clauses, specifically adding language that liability will be "commensurate" when losses or damages are only partially attributable to the contractor's negligent acts or omissions. The effective date of the amendment is 11-05-2025, and it was issued by Contracting Officer Anthony Dela Cruz.
