About this file

This is a Questions and Answers amendment to solicitation 36C26225Q0348, addressing contractor questions about fire extinguisher inspection and maintenance services for the VA Loma Linda Healthcare System. The document clarifies that monthly OSHA-required visual inspections must be performed at multiple locations including the main hospital, four surrounding buildings, and seven off-site facilities in Redlands and March Air Reserve Base. The VA will provide an electronic barcoding system and inventory list for tracking inspections.

The amendment confirms this is a new contract replacing an expired one. It specifies that fire extinguishers will remain on-station for annual certification if within six years of service, while expired units must be removed for hydrostatic testing, refilling, and return. The VA has provided specific facility addresses where services must be performed, including the main hospital at 11201 Benton St. Loma Linda, CA and multiple satellite locations throughout Redlands and March Air Reserve Base. The solicitation response deadline is January 17, 2025 at 4:00 PM Pacific Time, and it is set aside for Service-Disabled Veteran-Owned Small Businesses under NAICS code 541990.

Amendment to a Previous Combined Solicitation

1. Monthly inspection - Is this a monthly OSHA required visual inspection of the fire extinguishers? Will this be completed at one location (11201 Benton St. Loma Linda, CA 92357-1000) or are there multiple locations that we will be required to visit monthly? Record keeping for the monthly inspection - will we be required to generate a list of all the fire extinguishers and locations, or will that be provided to us for use monthly? Does the customer have an electronic barcoding system that we will be using to track the inspections?

ANSWER: Yes, this is a monthly OSHA required visual inspection with the NFPA Regulation of the Fire Extinguishers. This will be completed at multiple locations, such as Loma Linda VA Main Hospital and its four (4) Surrounding Buildings. Plus, its offsite locations, such as March ARB: 14560 2nd St. March Air Reserve Base, CA 92518 (Call Center), HR Building: 25814 Business Center Dr. Redlands, CA 92374, Business Center: 25834 Business Center Dr, Redlands, CA 92374, Women’s Health Clinic: 10391 Corporate Dr, Redlands, CA 92374, Warehouse 1: 10390 Enterprise Dr. Redlands, CA 92374, and Warehouse 2: 10418 Enterprise Drive Redlands, CA 92374 that will be required to visit monthly. I have the Fire Extinguishers’ inventory list and will be provided to the contractor monthly. Yes, we have an electronic barcoding system that we will be provided to the contractor for use to track the inspections.

2. Annual service - Will equipment be gathered and be at one service site, or will we be required to collect the equipment throughout the facility and take it to a location for servicing? Also same as above are the extinguishers located at one address or will there be multiple addresses where the equipment is located?

ANSWER: No, equipment (Fire Extinguisher) will stay on station and the contractor will certify it on station, if the Fire Extinguisher is still within the six (6) years mark. He will hang the new certify tag to the bottle. If the Fire extinguisher is expired the contractor will remove it, deliver to the company, empty it, hydro static test the bottle, refill it, and return it back to the station. The Fire Extinguisher located at multiple locations, such as Loma Linda VA Main Hospital, its 4 Surrounding Buildings. Plus, its offsite locations, such as ACC: 26001 Redlands Blvd. Redlands, CA 92373 (Fleet Transportation), March ARB: 14560 2nd St. March Air Reserve Base, CA 92518 (Call Center), HR Building: 25814 Business Center Dr. Redlands, CA 92374, Business Center: 25834 Business Center Dr, Redlands, CA 92374, Women’s Health Clinic: 10391 Corporate Dr, Redlands, CA 92374, Warehouse 1: 10390 Enterprise Dr. Redlands, CA 92374, and Warehouse 2: 10418 Enterprise Drive Redlands, CA 92374 for the annual maintenance certification.

3. We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services?

ANSWER: This is a New Contract to replace the Expired Contract.
