About this file

This combined synopsis and solicitation requests quotations for in-patient hospital beds to be provided to the VA Long Beach Healthcare System. The solicitation seeks to award a firm-fixed price contract for beds identified in Attachment A by line item numbers and quantities. Offerors must meet the salient characteristics for brand name beds provided in Attachment B or demonstrate how their equivalent product meets the requirements. Quotations are due by June 30th, 2023 and the period of performance for delivery varies by location, with anticipated delivery of 120 days for one building and delivery tied to construction completion for another. The solicitation will result in a single award to a SDVOSB offeror and evaluates offers based on price and meeting the salient characteristics.

This amendment is to answer vendor questions and provide adjustments to "Attachment B"

Please see below attachment "Q&A, Clarification" for details.

Q&A, Clarification Questions, Answers and corrections to attachment B

• Bullet #1 - Is the minimum specification to have a manual bed extension system with a separate/ added bed extender gel pad, as opposed to having one button powered bed extension that does not need additional accessories pads or tools to achieve bed extension?

• >>>Both manual and powered bed extensions are acceptable. It is not important whether the bed extension is manually done or with one push of a button. What are more important are these items identified in the Attachment B:

a. Must at least have a length of 96 inches when extended to accommodate patients who are

88 inches long to provide safe zone and space for the caregivers to maneuver, move, reposition, and adjust the patients while being cared for while on the bed. Space is needed while the patient is on the bed to handle the patient and be able to apply and utilize existing safe patient handling technology on the patients to provide them medical care, repositioning assistance, early mobility, patient fall prevention, and skin integrity protection.

b. Bed must have gel surface bedding or technology for patients needing prevention of pressure injuries and shear, needing pressure redistribution and microclimate, and needing heel support and protection.

• Bullet #2- According to the Brand Name Stryker technical specifications product literature, the Zoom powered drive feature increases the low bed height on the Procuity bed to 14”. Please clarify the Salient Characteristics 11” specification since powered drive is a requirement.

• >>>There is a typographical error in Attachment B >>>> Bed must have a deck to floor low height of at least 11 14 inches from the floor for patient’s feet to be securely flat on the floor to prevent patients from falls with injuries or reduce the severity of injuries if a patient falls from bed.

• What is the required delivery time for the hospital bed equipment? Although in section (vii) Delivery Requirements of the Combined Solicitation Notice it states the Period of Performance/ Delivery Timeframe that the POC will schedule with vendor once awarded, please provide an anticipated timeline for delivery such as 60 days, 90 days, 120 days or when construction/ renovation is completed, if any.

• >>> For Medicine Building 126 delivery (Orange on attachment A), the anticipated timeline for delivery will be 120 days; while for the CLC building (Blue on attachment A) is “when construction is completed.” The delivery timeline for the green on attachment A, will have quantities delivered, listed in cells C20 to C23 in tab 1 “1. Base” in the excel spreadsheet, based on location’s timeline listed above.

• Will there be a local vendor fair during the RFQ period for clinical teams to evaluate multiple vendor’s new bed technology available for optimal care of our veterans and staff safety?

• >>>There will not be a vendor fair during this RFQ period.
