RFIs and VA’s responses for Oceanside VA Clinic Q.1: Is the existing CCTV also integrated with an access control and/or intrusion detection system?
A.1: No
Q.2: What type of cable is currently connecting the existing CCTV system cameras? Is there coaxial cable involved? Can we reuse existing cable?
A.2: Coaxial and CAT6. You cannot reuse existing cable.
Q.3: Will we need to replace all of the wiring?
A.3: Yes, replace all existing cabling.
Q.4: Will we need to use conduit?
A.4: Yes, due to VA TIL 28 23 00 complete conduit is required.
Q.5: Do the sites have any history of asbestos concerns on premises?
A.5: No.
Q.6: Are there any ICRA requirements for the installation in some areas?
A.6: If any holes need to be drilled or ceiling tiles removed the following should be followed.
Dust
1. Trash carts will be covered when transported thru the building.
2. Contractor shall HEPA vacuum and wipe down any dust.
3. Contractor should Provide mini containments under negative air in public areas.
4. If work will affect traffic flow, then follow next requirement: Work should be performed after hours, and police will assist in traffic control.
Moisture Water Leaks- Contain any water from core drilling activities.
Open Outside walls- Holes to be filled with Avigilon camera mounts and sealed properly.
Q.7: Are any of the new cameras to be mounted outside of the facility and if so, are any to be mounted away from the building on poles or other buildings? If yes, is there any work to be performed for trenching or boring for pathways to poles for communications and power?
A.7: A total of 7 new cameras will be installed outside of the facility. New cameras will be installed on existing poles, so no trenching or boring for pathways to poles will be required.
Q.8: How many monitors are there for CCTV?
A.8: 2
Q.9: How many service calls did the CCTV System have in the past year?
A.9: One service call, 08/23/2022
Q.10: When was the last time there were updates of firmware to the CCTV cameras and DVR or NVRs?
A.10: Approximately one and a half year ago.
Q.11: Are the NVRs or DVRs being used are mainly manufactured by VICON?
A.11: No.
Q.12: Do you have any cameras installed on poles; if so, how tall?
A.12: Yes, 13 feet.
Q.13: Is there a parking area being viewed by any camera? If yes, please specify what type of camera?
A.13: Yes, Multiview cams.
Q.14: Will VA provide site maps and/or floor plans showing locations of existing cameras as well as locations of new cameras for each site? No information has been provided regarding where each camera would be installed. This puts most bidders at a serious disadvantage, especially if one bidder has helped the VA to develop the scope of work and bill of material information and this same information is not shared with the other bidders.
A.14: Yes, refer to the Oceanside VA Clinic CCTV Plans attachments. Red dots on maps indicate where new cameras will be installed. 7 newly purchased cameras will be installed outside, 8 newly purchased cameras on the first floor, and 9 newly purchased cameras on the second floor.
Q.15: Would VA provide an Avigilon site health report to bidders? The information contained in this report will provide bidders with information on the existing system including servers, existing camera model numbers, resolution, frame rate, available licenses, video retention, etc. This report can be accessed within Avigilon ACC7 client by clicking the New Task menu, then clicking Site Health. Select a site within the System Explorer window. In the bottom right corner, you can export report to PDF.
A.15: VA SD Police Dept was not able to access that feature.
Q.16: Will bidder be responsible for upgrading the existing NVR/storage server to accommodate the new cameras?
A.16: Yes.
Q.17: Will VA offer a second site walk date/time once the information requested above has been provided to bidders?
A.17: Due to time constraints, second site survey won’t be offered.
Q.18: Will VA be responsible for providing PoE+ switches and 110V AC power in the MDF/IDF rooms to accommodate IP port and power requirements of new cameras and PoE injectors?
A.18: No.
Q.19: Do we need to provide any racks for the head end equipment?
A.19: No.
Q.20: Do we need to provide and power backups (APCs) and what is the backup power requirement (how long it should support the entire system in case to outage)?
A.20: No, Oceanside VA Clinic has a generator.
Q.21: Do we need to run any backbone cables for the IDF rooms (will it be fiber)?
A.21: Any additional cameras being installed will need CAT6/6A, no fiber.
Q.22: Any training requirements on the newly installed system?
A.22: No.
