RFQ# 36C26222Q1474_1 – Toilet & Urinal Flushometer Refurbishments Answers To Contractor Submitted Questions

Q1. Please confirm bids are due at 1pm EDT on 9/28 and NOT 1pm PST.

Answer: Yes, quotes are due at 1 PM EDT on 9/28/2022.

Q2. Will the NTP provide 10 days’ notice before commencement of work?

Answer: No.

Q3. Will the VA consider extending the period of performance? With 4 weeks (20 working days) to complete just the 500 “rebuild and install 500 water closet flushometers” would require completing 25 per day. Considering getting to each location, finding shut-off valves, performing work and turning water back on, the four (4) week schedule is unreasonable.

Answer: Four (4) weeks is required. Offerors are urged to consider efficiency or staffing to meet the timeline.

Q4. Please clarify scope of work for B.2 Price/Cost Schedule Item Number 0002. Will VA consider providing an allowance for this line item? Without having quantities or known repairs how is contractor to price this Item?

Answer: The contractor will not price this line item at time of solicitation. The line item will be priced when/if it is identified that a toilet/urinal has a component not damaged but in need of repair. The contractor will notify the Government and provide a quote. The quote will be evaluated by the Contracting Officer (CO). The CO must approve all repairs/purchases of parts.

Q5. Please clarify scope of work for B.2 Price/Cost Schedule Item Number 0004. Will VA consider providing an allowance for this line item? Without having quantities or known repairs how is contractor to price this Item?

Answer: The contractor will not price this line item at time of solicitation. The line item will be priced when/if it is identified that a urinal has a component not damaged but in need of repair. The contractor will notify the Government and provide a quote. The quote will be evaluated by the Contracting Officer (CO). The CO must approve all repairs/purchases of parts.

Q6. If added repairs are necessary for Price/Cost Schedule Item Numbers 0002 and 0004, will time to complete work be extended as well?

Answer: Depending on the situation, time may be extended. Offerors are urged to not rely on time extensions.

Q7. Is contractor fully responsible to find and shut off the existing isolation valves - locate the affected rooms? This will also add time for investigation and coordination with the Facility.

Answer: Majority of shut-off valves are on toilet system.

Q8. The waterless urinals - each of these should have a water line (being referred to as “dead leg" in the solicitation) capped off at the wall. Please note that the existing water stub might need to be relocated for a new urinal type. This will require setting up containment (Bldg. 1), open wall, perform repair, new drywall, mud & tape, retile wall (may not be able to match existing tile).

Answer: Caps are exterior to wall. Price to install without having to relocate and utilize urinal even if more expensive to avoid having to relocate.

Q9. New Urinals - depending on the new urinal type, the location of in-wall backing may need to be relocated. This will require setting up containment (Bldg. 1), open wall, perform repair, new drywall, mud & tape, retile wall (may not be able to match existing tile).

Answer: Price to use Zurn.

Q10. New Urinals - Each urinal requires a clean-out. How many urinals do not have a clean-out and will need a clean-out added?

Answer: Price as all have clean-outs.

Q11. Statement of Work Section D-1.5(b)-(c) Please clarify the term rebuild kit. Specifically, does this include the rebuild kit for angle valve wall stop? This rebuild kit requires the water to be shut off at the interstitial.

Answer: Price as exclusion angle valve wall stop.

Q12. Statement of Work Section D-1.5(e)-(f) please clarify the phrase “not damaged by work, but in need of repair.” Specifically, what damages are being referred to here?

Answer: For example, wall stop does not hold. The price interstitial valve is shut off and needs repair.

Q13. How many toilets/urinals can be taken out of service at one time? If walls are opened with a containment set up and wall/tile repairs a fixture may be out for up to 5 days.

Answer: Price with no walls opened up.

Q14. Do the urinal changes include the flush meter?

Answer: Yes.
