1Are the volumes listed current H&E volumes only or inclusive of IHC and/or special stains?This would be all slides; H&E, IHC and Special Stains
2Can volumes be confirmed? Volumes are inconsistent by site (e.g., LA is known to have more than SD)They are annual estimates based off past years. Accurate to the best of our knowledge.
3Would the image management software be managed by each individual hospital, or as one instance for the entire VISN 22?Image management system could be set up in a number of different ways (individaul sites, one instance or multible hubs). It needs to meet the technical requirements listed and not go over the bandwidth restriction upper limits during peak usage.
4How many consecutive users will there be for each instance (individual or whole system)? How many pathologists of the 46 are located at each site?Consecutive users at one time could be up to 64.

Pathologists: LA - 9; PHX - 6; ABQ - 5; Pres - 1; LL - 6; LB - 6; Tuc - 5; SD - 8

5In the slide volumes, how many will be scanned? Does VISN 22 intend to scan all slides (IHC, H&E, etc.)?All slides will be scanned.
6Please confirm if “any other stated requirements such as additional delivery requirements” include and pertain to other sections of Attachment B – Statement of Work in addition to Section 4 Minimum System Requirements, specifically Section 5 - Connectivity and Conformance, Section 6 - Support Features, Section 6.1 – Service Maintenance/Warranty, Section 7 – Training, and Section 7.2 – Upgrade/Updates.Evaluations will be conducted based on offers meeting the minimum requirements listed in Section 4 of Attachment B. Other sections are the VISN's goals/expectations that are to be met during the contract performance and will not be considered during evaluation of offers.
7Please confirm if the evaluation criteria for contract award is “best value” or Lowest Price Technically Acceptable (LPTA). If contract award is based on “best value,” please specify and rank evaluation criteria in order of importance (weight).Evaluation method being used is "price and other factors" in accordance with FAR 13.106-2, where the minimum system requirements (Section 4 of Attachment B) must be technically acceptable. Amongst the offers that are technically acceptable, the lowest priced offer will be awarded.
8In order to best develop our response and pricing for this project, (vendor) requests an extension of the due date to Friday, 8/26. Will VISN 22 be willing to grant such an extension?No, we are under strict deadline and award needs to be completed as soon as possible.
9On attachment B 4.2 it mentions “certified FDA compliant for primary diagnosis.” Attached is our latest communication on that subject. I wanted to make sure that this will suffice as other VA’s have purchased our scanner under this guideline.Emergency Use Authorizations (EUA) do not meet the requirement. EUA is a tempoary designation and there is no gurantee it will persist for products in the long term. Products should have a FDA cleared/authorized 510(k) for primary diagnosis.
