The purpose of this amendment is to:
I. Correct Typographical error on page 63, Instructions to offerors II. Answer Questions submitted by Contractors
1.) Instructions to offerors Page. 63. Section 2. Corrected to read 36C26220R0143 2.) Instructions to offerors Page. 63. Section 5a. Corrected to read 36C26220R0143 3.) Would any of the Master Planning Team, including specialty subconsultants, be conflicted out of future participation in design activities defined in the Master Plan? [VA Response: The consultation is for development of an implementation plan to secure and get funding for future Major projects. It is not a Master Plan, it is its supplement. This would not preclude the A/E from future participation in design of the Majors, however the point of this contract is not for an A/E but a consultant that can navigate and provide guidance on the comprehensive needs and stakeholder requirements for the Major, not develop the Major itself.] 4.) For the projects identified in the Master Plan are any existing space planning and program documents available for the winning bidder after award? [VA Response: Per the RFP, past documents and data will be provided. Per the deliverables, the contract requires the consultant to develop requirements and needs based on the interview phase with stakeholders. Again, the purpose of the contract is not to develop the individual project but to determine the resources and stakeholder engagements needed to secure the project and bring it to execution.] 5.) Due to the undefined work effort for Task F described on page 10 of 87, is it acceptable to submit this fee after the Strategic Vision Plan and Master Plan update Development phases A-D as noted in page 10 of the solicitation? [VA Response: Please provide your estimate rate for Task F(1-4) for VA budgeting purposes and notate that it is your “best estimate”. Upon award of the contract and completion of Tasks A-E, a modification will be drafted to adjust and finalize the rate for the completion of Task F.] 6.) Base Bid Pricing: For completing the B.3 PRICE/COST SCHEDULE, should we assume that only items 0001-0005 (Tasks A-E) are to be priced as part of the base bid for LPTA evaluation? For Item 0006/Task F, the RFP states, “Work efforts to be defined based on outcome of the Strategic Vision Plan and Master Plan Update development phases A-D. Some possible tasks could include the following: ….” We understand the actual work requirements and subsequent level of effort is not defined at this time and would be difficult for responders to prepare an LPTA bid. Would a rate sheet by labor categories be acceptable for these additional services to allow for finalization of project costs at a future date once work efforts have been determined? Or, would the government wish to define an allowance of specific hours by different rate categories to allow for consistency of responses in the LPTA base bid submittal? [VA Response: Technically, this is not an LPTA solicitation. This is a Price Only with Special Standards of Responsibility solicitation. Please provide your estimate rate for Task F(1-4) for VA budgeting purposes and notate that it is your “best estimate”. Upon award of the contract and completion of Tasks A-E, a modification will be drafted to adjust and finalize the rate for the completion of Task F.] 7.) Certifications and Accreditations v. Licensure: Under Special Standards of Responsibility, the offer wishes to confirm that the reference to “licensure” is intended to refer to appropriate earned and maintained certifications or accreditations as follows: a Certified Planner as accredited by the American Institute of Certified Planners (AICP), a certified Project Management Professional (PMP) as accredited by the Project Management Institute, and an Accredited Professional in Neighborhood Development under the Leadership in Energy and Environment Design standard (LEED AP-ND) as accredited by the Green Building Certification Institute (GBCI). Note, the RFP references the “Green Business Certification Inc.” which the offer assumes was a reference to GBCI who is the accrediting agent for LEED AP-ND. [VA Response: Yes, “licensure” is in reference to appropriately earned and maintained certifications from the agencies listed above, “Green Business Certification Inc.” is in reference to “Green Building Certification Institute (GBCI).] 8.) New OR Tower [VA Response: The determination of exact requirements is part of the contract, once stakeholders and information is discovered, so all information provided is strictly Rough-Order-Of-Magnitude]
· What are the anticipated programmed departments, or spaces in the new OR Tower? Is there an anticipated total area of the tower? [VA Response: Departments: SPD, SPS, Imaging, Surgery, GI, Cardiology; 150K-200k SF; 5 story plus a basement and interstitial/Service bays]
· Assuming there will be a surgery department, pre & post recovery and support services, what are the anticipated number of OR’s? [VA Response: 8; Plus - 1 IR, 1-2 Cath; GI Lab; Dental surgery, eye]
· What types of OR’s e.g. General OR’s, Neuro OR’s, Orthopedic OR’s, CVOR’s? Any hybrid OR’s or iMRI’s? [VA Response: Will be determined during the planning phase, but goal is to provide comprehensive capabilities for a Level 1A facility]
· Would this OR Tower be used for both inpatient and outpatient services? [VA Response: The Surgical OP Clinic and portions of Imaging will be in the tower.]
· Would a new SPD and clinical laboratory be included in this OR Tower? [VA Response: Yes]
· Would a new ICU or CCU be included in this OR Tower? [VA Response: No; will be part of the project but housed in B126 (Bed Tower); 3 renovated floors as part of the overall project where the departments are moved out of.]
· Any other departments or clinical services to be included in this OR Tower? [VA Response: Maybe, depending on the requirements development phase] 9.) New Spinal Care Injury & Rehabilitation Center [VA Response: The determination of exact requirements is part of the contract, once stakeholders and information is discovered, so all information provided is strictly Rough-Order-Of-Magnitude]
· What is the anticipated number of beds? [VA Response: 120 SCI and 12 Rehab]
· What is the anticipated total area of this center? [VA Response: 250kSF – 325k SF; 4 story plus a basement and interstitial/Service bays]
· Is it anticipated to have other departments related to the primary services, if so, what are they? [VA Response: Yes. PMR, Canteen, other support services]
· Would this center be used for both inpatient, and outpatient services? [VA Response: Yes] 10.) Seismic Upgrades/ Renovation
· Will the scope include finding “empty chairs” to relocate departments impacted by the seismic upgrades off campus for soft spaces or administrative services? [VA Response: No. Just to determine overall needs and best method and sequence to implement.]
· Will the Seismic Upgrade be per FEMA 349? [VA Response: Per H 18-8 (VA Design Requirements)]
· Are record drawings available and complete? [VA Response: Some, however this contract is not to do the design but to determine sequencing of the projects and how to obtain the authorization.]
