Kline Corey.Kline@va.gov 562-766-2270 https://www.va.gov VA's Homepage Corey.Kline@va.gov Email Address Quality Indicators - BBP's for HSR&D The Department of Veterans Affairs, Network Contracting Office (NCO) 22L, is issuing this Notice of Intent (NOI) to inform industry contractors of the Government’s intent to execute a Sole Source award under FAR Part 13 – Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 – Simplified Procedures for Certain Commercial Items with The Rand Corporation. 1776 Main St. Santa Monica, CA. 90401-3297.
This requirement will be used to provide an Appropriateness Panel for Vet Proposed Quality Indicators for the VA Greater Los Angeles Healthcare Systems (VAGLAHS). The HSR&D Center of Excellence at VA Greater Los Angeles HCS requires an Appropriateness Panel for Vet Proposed Quality Indicators. The Contractor will work solely with the VA Greater Los Angeles Health Services Research and Development (HSR&D) Center of Innovation leadership and staff to provide a RAND Appropriateness panel to vet proposed quality indicators for high-risk complex patients in VA. The process will entail one pre-panel survey, a one-day face-to-face panel meeting, and a post-panel survey. RAND will analyze the results from the surveys and write a draft and final working paper for the VA on the methods and findings of the panel meeting. In addition, the RAND project team will provide a project timeline and work plan.
The proposed period of performance will be from 8/10/2020 through 8/9/2021. The total estimated value of this requirement is $97,111.00 This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart 13.106-1(b)(1)(i) – allowing Contracting Officer’s (CO’s) to solicit from one source for purchases not exceeding the Simplified Acquisition Threshold (SAT) based on the determination that The Rand Corporation retains the exclusive rights to its intellectual property. The proposed project requires that the research team conduct a modified Delphi panel called an Appropriateness Panel. This method was developed by Dr. Paul Shekelle and colleagues at The Rand Corporation which is considered proprietary information. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 8/6/2020.
The place of performance is as follows: VA Greater Los Angeles Healthcare System. 11301 Wilshire Blvd, Los Angeles, CA 90073. The North American Industry Classification System (NAICS) for this requirement is, 541720 – Research & Development in the Social Sciences and Humanities. The Small Business Administration size standard for this sector is $22 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
