COMBINED SYNOPSIS / SOLICITATION
GENERAL INFORMATION
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation in its entirety; quotes are being requested and a written solicitation will not be issued.
This procurement shall be conducted under FAR Part 12 – Acquisition of Commercial Items, FAR Part 13 – Simplified Acquisition Procedures, FAR Part 19 – Small Business Programs, and Veteran Affairs Acquisition Regulations (VAAR) as supplemented with additional information in this notice. Award to this solicitation shall be based on the Vendor’s ability to provide those specific supplies and services stated in this combined synopsis solicitation. This procurement is for new Equipment ONLY; no remanufactured or "gray market" items. All Equipment must be covered by the manufacturer's warranty.
Solicitation number 36C26218Q9467 is issued as a “Brand Name or Equal” Request For Quotation (RFQ). The North American Industrial Classification System (NAICS) code for this requirement is 339114 and the selected Federal Supply Code (FSC) is 6525. The Small Business size standard is 750 Employees.
This RFQ is set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs).
The VA San Diego Healthcare System (VASDHS) has a requirement to purchase a Dental Imaging Unit. The Government intends to award a firm-fixed contract. Due to time constraints, responses to the solicitation shall be due on Tuesday, July 17, 2018 at 4:00 PM PST. Quotes shall be submitted electronically via email to Ralph Fontela, Contract Specialist at raphael.fontela@va.gov. Vendors are advised to review and monitor the FBO website frequently to ensure you have the most up to date information, including all amendments, if any. Correspondence or questions may be directed to raphael.fontela@va.gov with “36C26218Q9467” in the subject line within 24 hours of the posting of this solicitation. Telephone inquiries will not be honored. Inquiries after the allotted period may not receive a response due to the time constraints of the procurement.
All deliveries shall be coordinated with the Veterans Integrated Service Network (VISN) 22, VASDHS POC (TBD) and delivered FOB destination to:

ITEM INFORMATION
This is a brand name or equal RFQ IAW FAR 52.211-6 with the salient characteristics of the requested item listed below. Any items quoted as “equal” that do not conform to the requirements of clause 52.211-6 will be considered non-responsive and not considered for award.
1. Brand Name Info: Planmeca ProMax 3D Mid with CALM™ (Correction Algorithm for Latent Movement) – CBCT (Cone Beam Computed Tomography) imaging unit Planmeca Romexis 3D software suite – major version upgrades
2. SALIENT CHARACTERISTICS:
a. Volume sizes shall be adjustable from 34 dia. x 42 mm to 200dia. x 170 mm.
b. Must be compatible and interface with existing Planmeca imaging equipment and Romexis 4.3 software to support 64-bit operating systems.
c. System must incorporate motion artefact correction to prevent retakes due to patient movement during CBCT acquisition, saving time for clinicians and guarding patients from unnecessary exposures.
d. Unit must fit footprint of existing Planmeca ProMax machine so that no alteration of the room is required. Minimum operational space requirements: 158 cm (63 in.) width x 175 cm (69 in.) depth x 239 cm (94 in.) height.
e. Must include installation of software upgrades.
f. Must include at least one full day of onsite training.
3. Please submit your capabilities regarding the Salient Characteristics provided and any information pertaining to “equal” items, for evaluation purposes. Submissions to this solicitation must show clear, compelling and convincing evidence that all “equal-to” items meet all the salient characteristics.

Addendum to 52.212-2 Evaluation -- Commercial Items
(a) The Government will award a contract resulting from this solicitation to the responsible Offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
Factor 1 – Technical capability of the items quoted to meet or exceed the specified Brand Name product.
A Technical Evaluation Team will determine the technical acceptability of all quotes based on the information that Vendors provide within their quote.
If providing an alternative/equivalent to the minimum requirements, Vendors are HIGHLY RECOMMENDED to provide detailed information and supporting documents to fully explain the Vendor’s capabilities and how the salient characteristics/minimum requirements will be met.
Submissions for Brand Name Equal items must show clear, compelling and convincing evidence that all items meet all the salient characteristics and minimum requirements of this solicitation.
Factor 2 – Price Additional costs and fees requested after submittal of the quotation shall not be honored and the Vendor’s original submittal may be considered incomplete and nonresponsive, thereby, no longer considered for award.
(b) Weights, values, grades, ranking, etc. shall not be given to the capabilities under Factor 1. The relative importance of the technical requirements under Factor 1 are equally important when compared to price under Factor 2.
(c) A written notice of award or acceptance of a quote, mailed or otherwise furnished to the successful Offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
