REQUEST FOR INFORMATION
Project Name: VA Loma Linda Replace Med Gas Lines Solicitation Number: 36C26218Q0725
1. Is a bid bond required?
VA Response – No, bid bond is not required.
2. What is the process for giving bid results?
VA Response – A notice of contract award will be posted to FBO shortly after award.
3. Interstitial access is behind mag-locks. Will Contractor be given access cards, or need VA escort?
VA Response – Escorted
4. What are facility shut-down & cut-over protocols?
VA Response – Those affected are informed of the shut-down. No action on contractor
5. At the job walk it was stated that NO DEMO REQUIRED AT / NO NEED TO OPEN Patient room walls to access existing head wall connections. Confirm contractor is to only open and patch location for zone valves, alarm panels and to infill old 2NE oxygen panel VA Response – yes, run lines first then tie-in.
6. At the job walk it was stated that besides installing new valves in walls, all other piping could be done from the interstitial. Confirm contractor will not need to build containments in each room to remove ceiling tiles to access piping from room level, vice interstitial level.

7. When installing containment around wall patch areas, does this facility require coroplast walls with zipper wall for access, or hard door? And, since there is no asbestos, is a single stage containment acceptable, or is a 3-stage decontamination required for dust control?
VA Response – Standard for 4nw, 2ne is a Psychiatric Ward.
8. At the job walk it was said staff would use bottled / portable air during construction. Confirm contractor will have the entire system once work begins.
VA Response – no, run lines 1st then tie-in.
9. What are the facility specifications and requirements for seismic bracing of new piping in the interstitial space?
VA Response – Standard seismic bracing for med gas
10. What size pipe is needed for the 620ft of new Med Air line between Service Bay #1 and the 17 Headwalls (Area A)?
VA Response – NFPA 99 standard
11. In 4NW Area (A), the 2” Vacuum footage is missing between the first and second set of Headwalls. Please confirm the total length.
VA Response – about 200ft
12. For the complete project, does the new Med Gas piping tie onto the existing Headwall manifold?
VA Response – yes
13. The total linear footage by line item is 1830 feet. What is the 70 feet allowance that totals 1900 feet?
VA Response – measurements are approximate
14. Please confirm that WAGD (Waste Anesthetic Gas Disposal) is not existing.
VA Response – the is no WAGD (Waste Anesthetic Gas Disposal) on this system that is for Operating rooms.
15. What is expected for interruption of service on the vacuum?
VA Response – run lines first then tie-in.
16. Please provide the size and gas for the new Zone Box.
VA Response – standard NFPA 99 Vacuum, Medical Air, Oxygen.
17. The SOW states that there are existing zone valves and headwalls for just about all in-wall piping to remain and be placed back into service. We know that there are soft solder joints made in the walls and the products used to make this type of joint will not pass the piping purge test and Third party testing for piping particulates. The possibility of failing the required tests, especially the third party testing, is likely to happen when old sections of the piping are left in place and expected to be reused. Does the VA want to consider revising the scope of work to include replacing the old sections of pipe to the head wall at this time? If not, how will we address the issue if the system cannot pass the third party testing?
VA Response – all the old piping that is soft solder joints need to be removed and replaced.
18. The 30 days provided does not appear to be an adequate amount of time to complete the work and testing in both phases. Can the duration be extended to 60 days which would allow 30 days for work to be completed and tested in each phase?
VA Response – Yes
