Brian.VanOrman@va.gov Brian.VanOrman@va.gov The Department of Veterans Affairs, Network 22, Logistics Office, intents to negotiate on a sole source basis with OnCourse Learning Corporation, N19W240075 Riverwood Dr. STE 200, Waukesha, WI 53188-1170. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-96 addendum. Only one responsible source and no other supplies or services will satisfy agency requirements. A justification for other than full and open competition is being prepared in support of this acquisition for the online learning system: CE Direct continuing education. The Contractor shall provide 550 platform licenses. VA Long Beach Healthcare System has a need for an education program which provides an engaging technology platform delivering 10,000+ course opportunities for continued professional improvement and career advancement to nurses and other clinical staff through customize training programs, evaluations, tracking, reporting and distribution of CE certificates.
The contractor shall provide a variety of multimedia self-study options and customized training programs through a web based education platform allowing course access anywhere, anytime on computer or mobile devices. Allow for easy upload and authoring content for internal customized training programs. Provide e-learning with online collaboration and instructor classes. Provide a robust activity management system allowing for classroom management, training assignments, and review and assign subject matter. Handle all evaluations, tracking and distribution of CE certificates.
Contractor shall provide 550 education platform licenses for use by VA Long Beach Staff. Access to the system shall include provision of test preparation materials featuring contact hours covering nursing certification examinations, and an online clinical textbook featuring nursing topics. Unlimited CE contact hours are to be provided to use towards any education platform course. Content delivery methods shall include an intuitive online learning system providing 24 hour, 7-day a week access to entire content library. Contractor shall also provide audio courses for use within the system or on mobile devices and The Contract shall be a base with four option years. The above authority is cited and justification made based on the determination that the Government's minimum needs can only be satisfied for supplies/services available from one source. This notice of intent is not a request for competitive proposals. Other persons may identify their interest and capability to respond to this requirement by December 14, 2017 by 2:00 PM CST. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement. All interest received on or before December 14, 2017 will be evaluated by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations documents are available and telephone requests will not be honored. Any company that feels they have items that meet the needs of the Government must submit their technical data (2 pages or less) to support their claim that they can provide the education platform course.
