About this file
This document is a Request for Information (RFI) for a VA project to correct the MCC B98 Split Unit System (Project Number 612A4-25-003). The RFI addresses five key aspects of the project, including roof access (via fixed ladder with roof hatch), material handling (materials can be roped off the roof), VRF system shutdown procedures (planned for a weekend with contractor available the following Monday), condensate line management (lines to be drained, capped, and left inside the wall), and project documentation.
The solicitation is issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 21, with the solicitation number 36C26125R00490001. No specific insurance requirements were noted for the project, and a bid packet is included with attachments such as a price breakdown, RFI form, wage determination, and project specifications. The amendment indicates plans to extend the proposal due date and schedule a second site visit, suggesting the project is in its early procurement stages.

36C26125R0049 | Correct MCC B98 Split Unit System | Project Number 612A4-25-003 Request for Information (RFIs)
1. Roof access. How do you access the roof? Fixed ladder with roof hatch, or stairwell/elevator with doorway to roof?
Roof will be accessed by using a fixed ladder with roof hatch, no stairway or elevator.
2. Can materials be roped off the roof down the side of the building, Est. 200lbs (condenser)?
or will a lift be required?
Materials can be roped off the roof, however any damage to the building shall be repaired as is by the contractor.
3. VRF units will have to be offline for 2 days. Day 1 to recover the refrigerant. Day 2 to remove fan coil, charge unit, startup/ verify operations. Can the VA confirm whether a temporary shutdown of the VRF system’s branch serving Room 1A20B is permissible for refrigerant recovery and fan-coil removal, provided the remaining fan-coils and condensers (VRFZ-1A & 1B) continue to operate without disruption?
Can the VA specify acceptable downtime limits (e.g., hours or days) for the VRF system or its branch during the VRF-3 removal, and are there specific times (e.g., early morning or after-hours) preferred to minimize operational impacts?
This work shall be planned for a weekend since we are not sure which other areas the VRF units serve. Contractor is expected to be onsite or available to come onsite the following Monday to fix any issues there may be.
4. Lactation Room: Can copper condensate lines be capped and left inside wall?
Copper condensate lines shall be fully drained, capped, and left inside the wall. Refer to the SOW for more information. Line penetrations to the roof shall be cut under the roof deck and roof sealed from rain and leaks.
5. Will there be insurance requirements and a bid packet released for this project?
There are no insurance requirements for this project. A bid packet is included with the solicitation, see attachments “Price Breakdown”, “RFI form”, Wage Determination CA20250007 March 21 2025”, and “Specifications- 612A4-25-003 Correct MCC B98 Split Unit System DRAFT”.
