All information contained in this Sources Sought Announcement is preliminary, as well as subject to modification, and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Department of Veterans Affairs to facilitate decision making and will not be disclosed outside of the Government. The determination of a procurement strategy, based upon the comments submitted in response to this Sources Sought Announcement, is solely within the discretion of the Government.

The applicable North American Industry Classification System (NAICS) Code is 811310, Fire Extinguisher repair and maintenance, size standard is $8.0M.

Potential Offerors must be registered in the System for Award Management (SAM) to be eligible for an award (See Internet Site https://www.sam.gov/portal/public/SAM/). Potential Offerors must also have a current Online Representations and Certification Application on file with SAM.

Description of Services

The VA Sierra Nevada Health Care System has a requirement for a non-personnel services to provide annual fire extinguisher maintenance services.

Description of Services/Introduction: The contractor shall provide all associated costs for labor, tools, travel, equipment, parts, components, materials, and any other items necessary to inspect, maintain, and repair approximately 292 portable fire extinguishers at the locations specified (Attachment A). The fire extinguishers listed shall be inspected and maintained in accordance with manufacturers established operating standards and applicable code requirements. The vendor is responsible for collecting all fire extinguishers and returning them back to their assigned locations after testing, maintenance, and recharging is completed. The Safety and Health Team will only provide access when needed.

In addition to the general scope of work specifications, each section listed below outlines specific requirements for these sections:

· Annual maintenance of portable fire extinguishers

· Recharging of fire extinguishers

· Hydrostatic testing, six-year maintenance and recharging of portable fire extinguishers

· Annual inspections of fire extinguishers for the offsite locations listed above The vendor must complete the NFPA mandated annual maintenance inspections of portable fire extinguishers. In addition to the manufacturers’ specifications, the vendor’s service technician(s) is to inspect extinguishers in order to meet the requirements of NFPA 10, Standard for Portable Fire Extinguisher Systems.

The Government requests that interested parties provide the following capability information to the Contract Specialist, Kulvinder Brar by e-mail at: kulvinder.brar@va.gov by close of business March 6th, 2020:

(a) Business Size (Large/Small)

(b) Business Socio-Economic Status (SDVOSB, WOSB, 8(a), HUBZone, etc.)

(c) SAM record

(d) DUNS number

(e) Ability and experience with similar projects.

(f) List of projects similar in scope.

The Government will use this information when determining its business type decision.
