Justification for Single Source Awards IAW FAR 13.106-1

For

Over Micro Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C261-20-AP-1207

1. Contracting Activity: Department of Veterans Affairs, VISN 21, VA Southern Nevada Medical Center

2237: 593-20-2-083-0007

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Imaging Service at the VA Southern Nevada Healthcare System (VASNHS) has a requirement for radiopharmaceuticals. The radiopharmaceuticals will be used for patients' nuclear medicine studies and testing. Radiopharmaceuticals are used as a diagnostic tool in the evaluation of organ function and certain disease processes. They are also used in the treatment of certain conditions including but not limited to Hyperthyroidism (Grave's disease), Thyroid cancer, and palliation of bone pain due to metastatic prostate cancer.

Total estimated contract price is $249,999.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a FAR 13.106-1(b)(1) single source procurement and will be justified under the authority of Other Than Full and Open Competition in FAR 6.302-1 and 41 USC 3304(a)(1).

Only one responsible source and no other requirement will satisfy the needs of the Government. It was determined that the needed items are only available from Cardinal Health 414, LLC, who is the sole proprietary of the SyntracTM Software.

4. Description of market research conducted and results or statement why it was not conducted:

A notice of intent was issued to Opportunities under 36C2612000197 on December 22, 2019. A

Vetbiz search using the key words "325412 and Syntrac" was completed resulting in zero (0) vendors identified. A Small Business Dynamic Search (DSBS) using keywords "325412 and Syntrac" was completed resulting in zero (1) vendors identified. A Federal Procurement Data Search (FPDS) using key words "Syntrac" resulted in thirty (30) awards from 2007 to 2019, all awards were to Cardinal

Health 414, LLC.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
