AMENDMENT NO. A00001

SOLICITATION: 36C26118R0548

PROJECT: 640A4-18-143

GENERAL

The following changes, additions or deletions shall be made to the following solicitation documents, and shall be incorporated into any resultant contract. All other terms and conditions shall remain unchanged.

BIDDER QUESTIONS AND REQUESTED CLARIFICATIONS

1. The F4 elevator located in the kitchen area is in the greatest need of a total modernization. Most parts for the hoist machine are no longer available and all elevator motor generators must be rebuilt as there are no longer replacements for this model.

After reviewing the equipment on site, these are our recommendations:

• New AC gearless or geared hoist machine- HIGH PRIORTY

• New solid-state closed loop controller with solid state VVVF regenerative drive and digital positioning- HIGH

PRIORTY

• New governor- HIGH PRIORTY

• New car top landing system- HIGH PRIORTY

• New hoist way sheaves or sheave bearing replacement-

MEDIUM PRIORTY

• New hoist way switches- HIGH PRIORTY

• New code compliant car and hall fixtures- HIGH PRIORTY

• New car doors, car clutch, gate switch, car door rail, door gibs, car door rollers and new closed loop door operators (On average 80% of elevator trouble calls are caused by door issues)- HIGH PRIORTY

• New hoist way doors- LOW PRIORITY

• New hoist way door rails, gibs, door pick up mechanisms with rollers, door rollers, interlock box with contacts and door closers (On average 80% of elevator trouble calls are caused by door issues)- HIGH PRIORTY

• Upgrade cab interior and lighting- LOW PRIORITY

2. Elevators P1 and P2 currently have Dover geared traction machines. The Dover geared traction hoist machine was discontinued 6 years ago according ThyssenKrupp Elevator, the company that purchased Dover over decade ago. Parts availability is diminishing quickly for this hoist machine model. After reviewing the equipment on site, these are our recommendations:

• New AC gearless hoist machines- HIGH PRIORTY

• New solid-state closed loop controller with solid state VVVF regenerative drive and digital positioning- HIGH

PRIORTY

• New governor- HIGH PRIORTY

• New car top landing system- HIGH PRIORTY

• New hoist way sheaves or sheave bearing replacement-

MEDIUM PRIORTY

• New hoist way switches- HIGH PRIORTY

• New code compliant car and hall fixtures- HIGH PRIORTY

• New car doors, car clutch, infrared door sensors, gate switch, car door rail, door gibs, car door rollers and new closed loop door operators (On average 80% of elevator trouble calls are caused by door issues)- HIGH PRIORTY

• New hoist way doors- LOW PRIORITY

3. The S3 elevator is in the best condition of all the elevators in the SOW. The hoist machine appears to be in good condition and is a H & W Inc. model of machine with widely available after market parts. After reviewing the equipment on site, these are our recommendations:

• Replace the existing DC hoist machine motor for a new AC motor and retain the original hoist machine- HIGH PRIORTY

• New solid-state closed loop controller with solid state VVVF regenerative drive and digital positioning- HIGH

PRIORTY

• New governor- HIGH PRIORTY

• New car top landing system- HIGH PRIORTY

• New hoist way sheaves or sheave bearing replacement-

MEDIUM PRIORTY

• New hoist way switches- HIGH PRIORTY

• New code compliant car and hall fixtures- HIGH PRIORTY

• New car doors, car clutch, infrared door sensors, gate switch, car door rail, door gibs, car door rollers and new closed loop door operators (On average 80% of elevator trouble calls are caused by door issues)- HIGH PRIORTY

• New hoist way doors- LOW PRIORITY

4. Will there be a 5-year maintenance contract be included with the modernization of the 4 elevators?

ANSWERS FOR ITEMS 1 THROUGH 3 ABOVE: Contractor to perform specific tasks as indicated in the SOW to retrofit elevator P-1, P-2, and S-3 in building 62 and elevator F-4 at building 64.

ANSWER FOR ITEM 4 ABOVE: There will be no 5-year maintenance contract.

ADDITIONAL COMMENT: Due to temperature sensitivities of elevator F-4 new controller, contractor to provide a split unit sized adequately along with required MEP including but not limited to condensate line, electrical circuit and wiring, etc. to maintain control room at suitable operation temperature for new F-4 controller. Include the added split unit costs in proposal.

QUESTION: Are we retaining the DC gearbox motors for all cars? The industry standard when retaining machines is changing the motors to AC motors.

ANSWER: Contractor to provide specific tasks as outlined in the SOW.

QUESTION: Since this is a federal building, are we under the jurisdiction of OSHDP?

ANSWER: No OSHPOD. However, contractor shall comply with all federal and local jurisdiction for elevator codes. Contractor is responsible for hiring and paying third party inspector/commissioning agent to ensure work is in compliance with industry requirements for federal/local regulations.

QUESTION: Will the winning of the modernization be the maintenance provider after the modernization?

ANSWER: No maintenance contract. Contractor is responsible for 1 year warranty.

QUESTION: Are the new controls for the traction elevators to be A.C.

variable voltage variable frequency with new AC. motors or D.C. SCR drives retaining the existing motors?

ANSWER: Contractor to provide specific tasks as outlined in SOW.

QUESTION: Is the Modernization for the 4 elevators with only new door operators for the P1 & P2 elevators?

QUESTION: Is there anything special for a VA project, such as deferred submittals like OSHPOD?

ANSWER: No OSHPOD. Contractor to provide specific tasks as outlined in SOW.

QUESTION: Are you looking for alternate pricing for the cab interiors for the 4 modernized elevators?

QUESTION: Do you know the type of control on the U.S. Elevator, 1220, 1210 or IBM relay.

ANSWER: Contractor to refer to survey attached in the RFP.

QUESTION: Do you know if the machines are geared or gearless?

ANSWER: Contractor to refer to survey attached in the RFP.
