Statement of Work Wound Care Certification Education Veterans Affairs Palo Alto Health Care System

1.0 General Information. Twenty identified registered nurses from Veterans Affairs Palo Alto Health Care System require a comprehensive skin and wound management course. The course shall meet the pre-requisite requirement for National Alliance of Wound Care and Ostomy (NAWCO) WCC (Wound Care Certified) exam. The course shall be conducted on-site at the Palo Alto VA Medical Center located at 3801 Miranda Ave., Palo Alto, CA 94304.

2.0 Period of performance. 4 days on-site (32 hours) with Consultant; 20 books, handouts and workbooks for 20 Nurses.

2.1 Hours of Performance. The training sessions shall be conducted from 8am to 4:30pm with a lunch break.

2.2 Location of Classes: Palo Alto Division VA Medical Center at 3801 Miranda Ave., Palo Alto, CA 94304. Specific classroom numbers shall be provided to the instructor prior to start date/time of classes.

3.0 Scope of Work. The Contractor shall provide Wound Care Education Institute Skin and Wound Management course in four consecutive (4) days from June 25 to 29, 2018. The exam shall be offered on-site as well an option for online testing. The Contractor shall provide 20 books, handouts, and workbooks necessary to facilitate the training. Certification is not part of this training program and the cost of certification is primarily each student’s responsibility. The service shall also include 22.75 Nursing and Physical Therapy continuing education hours for licensure.

3.1 Course Agenda. The Contractor shall work with the VA Subject Matter Expert (SME) on the course agenda similar to Attachment A. The Contractor shall provide its course agenda at least two days prior to the start of classes.

3.2 The Contractor shall develop a dynamic wound care management program. The program shall increase wound care certified staff with skills to perform at the clinical and inpatient units.

3.3 The Contractor shall forward the electronic presentation material in advance to the VA Palo Alto HCS for the students to have available for personal reference and review.

3.4 The Contractor shall provide the necessary qualified instructors to instruct Skin and Wound Care Management. The course shall meet current standards of care established by NAWCO.

3.5 Upon successful completion of the program, eligible medical professionals can complete an on-site exam offered by the National Alliance of Wound Care and OstomyTM to achieve their National Certification in Wound Care, Diabetic Wound Management or Ostomy Management Specialists. Eligible medical professionals include RNs, LPN/LVNs, PTs, PTAs, etc.

4.0 Contractor Qualifications. The Contractor shall have extensive experience and fully certified to instruct the Skin and Wound Management course.

5.0 Government Furnished Equipment. The Government will provide the following:

5.1 Classroom large enough to accommodate twenty students (nurses) and in a “noiseless” environment.

5.2 Audio-Visual Equipment: 1 Projection screen, 1 Electrical outlet, 1 Power Strip, 1 6-foot table in back of the room to display education materials, 1 small table close to the screen for equipment and the ability to dim the lights in the room. (Windows should be covered).

6.0 Security Considerations. The C&A requirements do not apply, and that a Security Accreditation Package is not required. At no time will the vendor be in contact or have access to VA sensitive information. VA sensitive information procedures will be followed per VA Handbook 6500.6.

7.0 Quality Assurance Surveillance Plan. The Subject Matter Expert (SME) or Contracting Officer’s Representative (COR) will evaluate the services required to ensure compliance with the terms and conditions of the contract.

8.0 Re-scheduling and Cancellation of Classes. The POC will notify the Contractor in the event of the need to cancel a scheduled seminar due to unforeseen circumstances i.e. inclement weather or other natural disasters that would preclude participant’s ability to travel to the training location.

9.0 Invoice / Payment: The Contractor shall submit the invoice at the completion of services to the POC/COR prior to submitting it to Tungsten Network for verification.

10.0 Tungsten Network electronic registration. VA entered into a relationship with Tungsten, a global provider of electronic invoicing. With Tungsten, all Contractors will be able to securely submit invoices directly from their existing billing systems. Contractors can easily submit invoices electronically through Tungsten.
