Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Regional Procurement Office West, Network

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Abbott Optis Maintenance and Extended Warranty: Base Year 06/01/2024-05/31/2025 plus 4 option years

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

In accordance with FAR 13.106-1(b) this will be single sourced to the large business manufacturer, Abbott Laboratories (Abbott). The Optis integrated measurement system offers wireless fractional flow reserve (FFR) and optical coherence tomography (OCT). The system is used during procedures such as angiography to pinpoint coronary anatomy. The Portland VA Medical Center currently has this system in place and is in need of regular maintenance, repair, software updates as they become available, technical phone support, and replacement parts. Preventative maintenance and repairs are required to ensure the reliable and accurate operation of this equipment, and are critical for its use on patients during these procedures. Service of this equipment is proprietary to Abbott and they do not authorize third party service. Abbott is the sole source for providing proprietary parts, diagnostics, maintenance, and service to this system. Abbott systems are considered highly specialized and proprietary, and it would not be considered cost efficient to consider replacing this equipment. Only the manufacturer qualified service technicians are authorized to perform the

Abbott is therefore, the only vendor that can provide the Portland VA Medical Center with the necessary preventative maintenance, repair, technical support, and OEM replacement parts without the V duplication of cost that could not be expected to be recoved through competition.

4. Description of market research conducted and results or statement why it was not conducted:

Market research resulted in only one vendor authorized to perform the full service and maintenance on these systems. The OEM was contacted and confirmed that they are the sole authorized service provider for these systems. They do not have authorized distributors for this service and retain full proprietary rights to this system. Review of the market for similar maintenance indicates that retaining rights to this type of system is common within the industry.

Vetcert was checked, but no SDVOSB or VOSB may perform this service as it is proprietary to Abbott.

FPDS was searched to establish price reasonableness and revealed the prior contract for this service, 36C26021P0667, supporting price reasonableness. In particular the prior contract s pricing for this service is the same as the within requirement.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
