36C26023Q0047 0002 Site visit attendees:

Q&A:

1. Can you please provide a one-line, the number of ATS’s, their ratings (voltage and current), serial number, and manufacturer.

Answer: 2019 Study, Electrical panel inventory, and one-line diagram attached

1. Can you please clarify if they are open, closed, or delayed transition.

Answer: 2019 Study, Electrical panel inventory, and one-line diagram attached. This has sufficient information for offerors to provide a reasonable proposal.

1. Will the IR scanning need to be completed for the entire facility? Or is it just for the TS’s and switchgear? If it is an entire site IR scan, can you please provide the QTY of panels that are at the facility?

Answer: Reference solicitation, Section B.4 Scope of Work, 1) Scope, B) (approximately page 5) “Prior to commencement of the testing procedures, the testing firm shall survey, catalog, visually inspect, and perform infrared scan for all components of the facility electrical distribution system. Provide infrared pictures of problem connections and recommendations for corrections. All new systems that are under contractor warranty and have been placed into service within one year of NTP do not require testing but shall be visually inspected and infrared scanned.”

1. Can we have a copy of the current 1-lines for the campus?

Answer: 2019 Study and one-line diagram attached

1. Will the facility be providing 480V, sgl phase power to the awarded contractor?

Answer: Facility has 480V, single phase power. Contractor shall coordinate specific needs with COR/M&R staff. Facility will not install new 480V single phase power to accommodate contractor. If 480V single phase power is required by contractor in an area that is not currently serviced by the facility, it is the contractor’s responsibility to acquire and coordinate.

1. Will the facility be providing a centralized staging area to the contractor for test equipment storage, safety talks, breaks, and centralized breaker testing?

Answer: Staging area will be negotiated with contractor upon successful award.

1. Will the facility be able to provide the awarded contractor a copy of the last successful testing schedule to be used as a template for executing this round of testing and maintenance?

Answer: 2019 report attached

1. The period of performance is 360 days from project award, but what is the expectation for completion of all tasks in reference to when onsite work commences?

Answer: Reference solicitation, Section B.4 Scope of Work, 2) Submittals (approximately starting on page 9) Contractor shall provide schedule to CO and COR for full duration of PoP. It is incumbent on the contractor to meet the 360 day period of performance identified in the SOW. Note that reports are due 180 days from completion of testing and that contract completion requires acceptance of the report by the MGVAMC technical review team.

1. Please provide the single line diagrams for the facility. This will assist with developing the outage plan.

Answer: 2019 report attached

1. Will facility be responsible for executing any required utility disconnect, or does this fall under contractor responsibility?

Answer: Contractor is responsible for executing utility disconnects. Coordination with utility provider shall include facility management team (CO, COR, M&R representatives)

1. We request an electronic copy of the previous Arc Flash Analysis Report, Short Circuit Study Report, Coordination Study Report, and copies of the Electrical Distribution System Test Final Report Answer: See attached documentation.

1. Will testing, inspection and cleaning also be required of any primary UPS equipment (located in the Sub-Stations?)

Answer: Contractor is not expected to touch our primary switchgear batteries in Bldg’s 38 or 39. We do expect the contractor to test the 350A breakers supplying our server room UPS. They would not be asked to go inside the UPS to test bypass breakers integral to the Vertiv units.

1. High Voltage Transformers: Does the contract include all testing, inspection, infrared and cleaning?

Answer: Yes to all

1. How are we going to plan on shutting off the panels and power, both upstream and downstream, to the critical care areas like the Operating Room, Patient care area’s that are occupied, and the other 24hr areas?

Answer: The awarded contractor will work with the facility to provide sufficient notification for outages to support patient care and the project timeline.

1. If one lines and Electrical Distribution System drawings are not available, are we going to have a chance to walk the site again when we can see the main electrical area and generators?

Answer: One-line drawings and electrical distribution system drawings provided. Contractors will not have the ability to re-walk the site. Contractors were provided with sufficient information to provide a fair and reasonable offer.

1. Once we have the previous ARC Flash Analysis Report and copies of the existing Electrical Distribution System, we will know more of the job scope since the escort we had for the job walk did not have all of the proper keys to get into the rooms we needed to. Can pictures of these areas be provided?

Answer: Contractors were provided with sufficient information to provide a fair and reasonable offer. If offerors require pictures of specific equipment, MGVAMC Projects staff will accommodate. Offeror to specify exact equipment and picture detail.

1. On equipment that cannot be isolated, will we need to provide alternate power sources.

Answer: We have nothing that cannot be isolated with advance notice. Some important areas such as the lab and kitchen freezers will be back-fed from an alternate source after their primary panels are tested (usually with 5-30 minutes).
