1. Building 23 (Steam Plant) is not shown on the current SOW, however it was mentioned that the VA would like an exterior camera monitoring the fenced yard with the gas connections on the SW side of the building. Please confirm this request or provide guidance to leave this camera out.- please include 1 camera in the proposal for the exterior fenced area outside building 23; the data closet is within 200 feet, but there is no existing cameras in this building so will need a patch panel/switch

1. For bidding purposes, please confirm we are to assume there is room in all server racks for new switches as there are no new racks on the Task 1 Procurement Table. – yes, can assume there is room on server racks for new switches, but switches will be necessary (building 61 has no space for additional switches on existing rack)

1. For bidding purposes, where are the two (2) new NVR4x premium 217TB 2U Rack-mounted servers going to be located (i.e., Building and Room No.)? – intended location for new NVRs will be building 199, server room 111,

1. Please confirm that all existing cameras stay in operation (i.e., no demolition required) and that this new system is completely independent of the existing system. – new installation intended to be independent of existing system. To minimize modifications to the building, if a pathway/exterior penetration could be reused by replacing an existing camera, would request to remove existing camera and replace.

1. Please confirm the new system will use the existing infrastructure (data backbone) to go from new building mounted switches to the new server location. – VA cannot guarantee the infrastructure upgrade project will be complete in time for this project.(this project will run fiber amongst all the buildings). Request contractor provide necessary switches, patch panels, aggregation switches etc to install on the fiber backbone.

1. Please provide the specifications for the type of wire, including color and grade. – Cat6a, please use yellow cabling

1. Please provide the details on required wire labeling system. – in the data closet, label should indicate room number-camera - to match camera naming system within the software (TBD)

1. B.3 SOW, Item 4. Scope states “at least one data storage server/appliance will be installed in the server room” however Task 1 Procurement Table calls for two (2) servers and the location (building number is not specified). Please clarify if we are to assume one (1) or two (2) servers and define the location or locations for the servers. – VA estimates 2x217TB NVRs are sufficient; location will be building 199 room 111

1. B.3 SOW, 5.2 Task 2 Installation states As-builts are required. Please define what will be required as no contract drawings, building floor plans, or wire routing have been provided. – VA is providing 2018 schematics for American Lake buildings - please provide back documentation on the schematic of cable installs and hardware installation locations

1. Please provide drawings for all buildings in scope, which includes the layout of the building and the rooms – attached, but these are from 2018 so may deviate from actual building especially for rooms – will provide “ground” floor, and if data closet is on a different floor (REPEAT OF 9)

1. Shop Drawings do not appear to be required, please clarify how the layout and location of the camera placements will be approved – please provide visual representation of proposed camera layout; building schematics are provided

1. What work hours are we to assume for this project? – standard working hours M-F, 7A-430P

1. SOW states escorts will be provided to access server rooms, is there a limit to the number of escorts available and are there any other restrictions related – usually limited to 2 escorts, but if necessary, we can bring Seattle staff to assist

1. No phasing is provided, is there a limit to the number of buildings or crews we can have at one time. – please recommend phasing; may be limited by number of VA personnel to act as escorts (2 on site, but can add up to 2 more)

1. Will a contractor laydown area be made available, if so will it have any of the following (power, water, sewer or telephone/data)? – yes, can lay down in warehouse building 18; bathroom in building, guest wifi available, no VA network connection

1. B.3 SOW, Item 4. Scope stated that the Period of Performance is 9 months from award, however SOW 13. Delivery Schedule states Bill of Materials (BOM) is due 30 days after start and As-builts are due 270 days from start. Is the period of performance issued at NTP after the BOM is approved? If not, please clarify the PoP and Schedule. – period of performance starts when notice to proceed is issued. Overall contract Period pf Performance is requested to be 9 months, from NTP to all training conducted.

1. Is it the intent of the VA to utilize existing fiber optic infrastructure between all buildings? If so, can you please provide fiber type (single mode, multimode 62.5, or multimode OM3/4)? - yes, there should be existing fiber connecting all buildings. If another (un-related) fiber project is not complete in time for this CCTV project, would ask that contractors complete all work in the individual buildings, and we realize it may not be tested; and VA will figure out the remainder to connect the fiber. The fiber project installation is single mode fiber (RELATED TO 5)

1. Is it the intent of the VA to utilize existing fiber optic infrastructure between all buildings? If so, can you please provide fiber type (single mode, multimode 62.5, or multimode OM3/4)? - - (See Response to #17)

1. How is data storage going to be managed? – VA estimates two (2) 128TB NVRs to be sufficient – data storage appliance to be installed in server room; data storage appliance to have (2) NIC cards; one NIC to sit on OIT network, the other NIC to sit on air-gapped camera network

1. Will a fiber aggregation switch be required at the headend for incoming remote buildings? – yes, request at least 1 in building 199-111 to connect to NVR, at least enough fiber connections to allow 1 connection per building

1. Please confirm the quantity of devices on the provided annotated site plan are definitive. If not, please provide an updated annotation with any additional devices. – quantity of devices provided in SOW were approximate. Intention is to provide CCTV coverage of all exterior entrances/exits to all buildings, and visibility of parking areas, gathering areas that are exterior to buildings. If additional devices are proposed, VA may approve if can be shown what visibility is added.

1. Please indicate as to whether or not Bluebeam as-builts will be acceptable, or of there is a higher BIM standard expected? – VA prefers REVIT if possible; otherwise will accept PDFs of drawings as well

1. Please provide specification section detailing O+M format, expected content, and distribution media – single mode fiber, content to be images and video from CCTV, store images and video on the data storage appliance, which will be accessed by workstations on the network

1. Is the contractor to furnish copper patch cables for use between the cable terminations and switches provided as part of this project? – intention is for entire system to be digital, no analog connections; patch cables may be required

1. Regarding use of existing fiber optic campus backbone, will the awarded contractor be furnished with a patching matrix for fiber cross-connectivity at both the remote and headend locations? – HTM is getting our own dedicated fiber on this project; we will provide patching matrix when appropriate; we will NOT be mixing with VA OIT punchdowns

1. Regarding use of existing fiber optic campus backbone, is it the responsibility of the awarded contractor to furnish and install fiber patch cables for connecting building-local switches to the headend appliance or fiber aggregation switch? – yes, please provide fiber patch cables to connect building-local switches to fiber aggregation in building if necessary

1. Will a photo survey of anticipated camera views be produced prior to installation? Will this be the responsibility of the contracting agency or awarded contractor? – photo/video not required, but we would like a schematic that shows the field of view of each proposed camera

1. RACEWAYS: In lieu of Div. 27 specifications, please indicate precisely where in interior spaces that metallic conduit will be required. Are there any environments that will require GRC, or will use of EMT for all metallic conduit be permitted? – please use existing raceways where possible; if no existing raceway, please install conduit as appropriate

1. RACEWAYS: In lieu of Div. 27 specifications, please indicate as to whether flexible non-metallic conduit will be permitted where required on building exterior surfaces? – historical preservation of the building is primary concern; if interior routing is not able to reach a location, please indicate in proposal as further approval may be required to add features to exterior of building

1. PATHWAYS: In lieu of Div. 27 specifications, please confirm where above accessible ceiling, or, where existing open-plenum cabling exists, that j-hook support of cables per NEC recommended spacing will be acceptable – most buildings have drop ceilings; j-hook support of cables would be acceptable.

1. OCCUPIED SPACE: Please indicate in which buildings, and, within these buildings, which levels will require the use of containment carts – as most of this work is for exterior cameras, unable to determine what interior spaces may be traversed without cabling plan; VA requirement is for ICRA, and one (1) ceiling tile may be removed without containment. At first look, no areas are “high risk”; containment requirements for further discussion once cabling paths are determined

1. DAILY SCHEDULING: Please indicate in which buildings and spaces that non-standard labor hours will be required. Where non-standard labor hours are to be utilized, please indicated as to whether this will be swing, graveyard, or either depending on the space. Please indicate if non-standard hours apply to only specific task types. – all work should be able to be accomplished during standard M-F 7A-430P hours. Do not anticipate off hours work at this time.

1. TERMINATIONS: In lieu of Div. 27 specifications, please indicate as to whether or not RJ-45 modular connectors as field-side terminations will be acceptable, or is there an expection of biscuits, jacks, and patch cables? - RJ45 connectors are acceptable

1. TESTING: In lieu of Div. 27 specifications, please indicate what level of cable certification will be required. – TIA-568; please demonstrate functionality of camera being online

1. TERMINATIONS: Is the installing contractor to assume that available patch panel ports will be available for new cable terminations at each site building, or should a limited quantity of patch panels be carried for contingency. If so, please indicate preferred manufacturer and model. – proposed materials list in task 5.1 (line item 1 and 5) asks for contractor to provide switches; if patch panels are required, please match patch panels to be compatible with proposed network switches

1. MATERIAL: Will any cabling solution be accepted so long as it conforms to the Buy American provision in the RFP? – please provide cat6a cable in color yellow (REPEAT OF 6)

1. SITE CONDITIONS: Please indicate as to whether or not a laydown area will be made available to the awarded contractor, or if space on the site will be made available for the temporary installation of a conex. - –Please see 15)

1. Are complete Div. 26, 27, and 28 specifications section available for distribution? –

1. - Please conform that the design requirements for this project only include the exterior cameras and the interior cameras is NOT part of the design requirements? – correct, the interior of buildings is out of scope for this project

1. - Please clarify what are the recording retention requirements for the server? – requirement to store up to 6 months of data on primary storage before storage reaches capacity

1. - Please clarify if the cameras requirement is to record 24/7 or only on the motion? If the motion, what would be approximately percentage of the day to expect the motion? – requirement is to record motion, but motion may be triggered continuously at the main entrances/exits of the building

42. Neither Journey Wireman nor Telecommunications Technician are listed in the Wage Determination. Please provide this information.

Wage Determination information is attached in Section D of the RFQ.

43. For our response structure, do we need to submit three volumes separately or just structure our proposal to include the three parts identified?

If the file is too large we will not be able to receive via email. It is the Contractor’s responsibility to ensure the Government has received all of their submission(s); basically, it can be in three parts or it can be all together – as long as everything is received. All documents are to be received electronically.

44. Please provide a copy of the sign in sheet from the Site Walk

As this requirement is not a construction project, the sign in sheet will not be provided.
