B.3 STATEMENT OF WORK (SOW)
Contract Title. Annual Generator Preventative Maintenance
1. Background.
Provide required annual preventative maintenance to the EPSS (Emergency Power Supply System) and Stand-by generators at both the Seattle and American Lake campuses
2. Scope.
The contractor shall provide all testing required to meet annual JCAHO (Joint Commission on Accreditation of Healthcare Organizations) testing requirements in accordance with NFPA (National Fire Protection Association) standards, VHA (Veterans Health Administration) Environment of Care Program policy EC-67 and VHA Directive 1028 (previous directive 2006-056). 3. Specific Tasks.
Preventative Maintenance and testing performed to include:
1. Oil change with manufacturers recommended oil, use manufacturers recommended oil filter. Draw a sample from each unit and submit to Caterpillar for SOS oil analysis.
2. Fuel filter change with manufacturers recommended fuel filter. Draw a sample from each unit and submit for testing. Tests to include Distillation (ASTM D86-08a), Flash Point (ASTM D93-10), Water by Karl Fischer (ASTM D6304-07), Appearance (ASTM D4176-97) sulfur (ASTM D5453-09), and Microbial growth.
3. Inspect coolant levels. Top off if necessary, with manufacturers recommended coolant, draw a sample from each generator and submit to Caterpillar for SOS level 1 testing.
4. Include all necessary engine and generator maintenance inspections per the manufacturer’s recommendation for the model and serial numbers serviced. Including if applicable:
· Cooling system – check coolant, hoses and connections (jacket water), hoses and connections (after cooler), water pump, fan belts (check tension), fan drive pulleys, radiator or heat exchanger, air louvers, and coolant heater.
· Fuel system – check fuel pressure, all fuel lines, primary fuel filters, fuel condition, final fuel filters, governor and controls, and day tank fuel.
· Air induction System – check air filters, filter housing, service indicator, inlet piping, turbo chargers, manifold pressure, and intake air temperature.
· Exhaust – check exhaust manifolds, exhaust piping, silencer, supports for exhaust, rain cap/bird screen, and HP load analysis.
· Lube Oil system – check oil level, oil pressure, crankcase breather, filter, abnormal conditions (leaks of lines, seals, gaskets), and pre-lube pump.
· Starting system – check batteries, alternator, remote charger, starter, starting aids (glow plugs, check for correct amp drain, electrical connections)
· Engine Safety controls – check for loose connections, frayed or broken wiring, broken or damaged piping and hoses. Jump contacts to simulate safety condition for the following circuits; High coolant, Low water level, and Low oil pressure. Check local/remote panel and annunciators for proper identification of simulated safety condition, verify engine shut down.
· Generator – check slip rings and brushes, exciter/voltage regulator, generator temperature, general condition (proper instillation of guards, frayed wires, loose wires, damaged wire insulation, loose connections), proper strip heater operation.
· Parallel operation (if applicable) – operational inspection of voltage frequency, speed (voltage) droop, recirculation currents.
· Control Panel – check the manual start and automatic start functions. Indicator bulbs (check that all indicator bulbs are working. All fault lights and sync-scope for proper operation), inspect all relays for discoloration (operational inspection of relay controls in the OFF, AUTO, and MANUAL mode. Timers (check/adjust settings on over crank termination relays. Check/adjust settings on cool down timers. Check voltage, load amps, and frequency.
5. Perform all manufacturer recommended safety checks for the model and serial number serviced.
6. Battery load test.
7. Provide 4 hour load bank testing including all set up, tie in, and disconnect on the Cummins QSX15 (serial# 30126538) generator located at the Seattle campus and on the Cummins (serial# 32066163) generator located at the American Lake campus’.
8. Recycle oil and oil filters and include bill of lading in the test reports.
4. Performance monitoring (if applicable).
Samples of the oil, fuel and coolant shall be drawn and sampled. All assessments shall be provided to the VA POC (Point of Contact).
5. Security Requirements.
The contractor employees shall not have access to VA sensitive or computer information and will not require routine access to VA Facilities. The contractor employees shall require intermittent access only and will be escorted by VA employees while at VA Facilities. No background investigation is required
6. Other Pertinent Information or Special Considerations.
a) Identification of Possible Follow-on Work. Contractor shall notify POC immediately if issues are deemed an emergency.
b) Inspection and Acceptance Criteria.
c) Contractor shall provide the VA with (2) bound copies of all inspections and testing completed for each piece of equipment.
d) Contractor to provide written recommendations for any minor or major repairs needed to make the units fully operational and free from potential problems.
7. Place of Performance.
Work is to be completed at the Seattle campus (1660 South Columbian Way, Seattle WA 98108) and at the American Lake campus (9600 Veterans Drive SW Tacoma, WA 98493)
8. Period of Performance.
Work shall be fully completed and all documentation including recommended repairs submitted to the POC by the last working day of in the month of September.
9. Delivery Schedule.

C.2 52.217-8 OPTION TO EXTEND SERVICES (NOV 1999)
The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days.

C.3 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000)
(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.
(b) If the Government exercises this option, the extended contract shall be considered to include this option clause.
(c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed five (5) years.

(End of Clause) C.5 VAAR 852.219-74 LIMITATIONS ON SUBCONTRACTING—MONITORING AND COMPLIANCE (JUL 2018)
(a) This solicitation includes FAR 52.219-6 Notice of Total Small Business Set-Aside.
(b) Accordingly, any contract resulting from this solicitation is subject to the limitation on subcontracting requirements in 13 CFR 125.6, or the limitations on subcontracting requirements in the FAR clause, as applicable. The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) retained by VA to assist in assessing the Contractor's compliance with the limitations on subcontracting or percentage of work performance requirements specified in the clause. To that end, the support contractor(s) may require access to Contractor's offices where the Contractor's business records or other proprietary data are retained and to review such business records regarding the Contractor's compliance with this requirement.
(c) All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the Contractor's business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.
(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). (a) This solicitation includes the clause: 852.215-70 Service-disabled veteran-owned and veteran-owned small business evaluation factors. Accordingly, any contract resulting from this solicitation will include the clause 852.215-71 Evaluation factor commitments.
(b) The Contractor is advised that in performing contract administration functions, the Contracting Officer may use the services of a support contractor(s) to assist in assessing Contractor compliance with the subcontracting commitments incorporated into the contract. To that end, the support contractor(s) may require access to the Contractor's business records or other proprietary data to review such business records regarding contract compliance with this requirement.
(c) All support contractors conducting this review on behalf of VA will be required to sign an “Information Protection and Non-Disclosure and Disclosure of Conflicts of Interest Agreement” to ensure the Contractor's business records or other proprietary data reviewed or obtained in the course of assisting the Contracting Officer in assessing the Contractor for compliance are protected to ensure information or data is not improperly disclosed or other impropriety occurs.
(d) Furthermore, if VA determines any services the support contractor(s) will perform in assessing compliance are advisory and assistance services as defined in FAR 2.101, Definitions, the support contractor(s) must also enter into an agreement with the Contractor to protect proprietary information as required by FAR 9.505-4, Obtaining access to proprietary information, paragraph (b). (d) Comptroller General Examination of Record. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement. Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.
(3) As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form.
