Solicitation Questions & Answers

1. I am hoping to find out if there is an incumbent contractor currently performing these services, if similar services have been performed in the past, or if this is a new requirement. If there is an incumbent, could you please provide the contract or task order number?

Government Response: The current contract number is 36C26018P0905 and the incumbent contractor’s name is NEIE Medical Waste Services, LLC.

2. Is there any historical data on the number of spills over the past 5 years at this location? (per the requirement in para 7-16)

Government Response: There have been no spills that have required a contractor’s response for the past five (5) years.

3. Paragraph 7-14 - pickups are every two months, or as needed - are every two-month pickups pretty normal? We understand that they may be one or two non-routine pickups, but it appears that there would be 6 pickups per year, can you clarify or confirm this.

Government Response: The average runs to about every two months which is based on the available storage space for hazardous waste. It could be less if there is a much lower amount generated during a given time period. There could be more pickups than six (6) if for some reason there is heavier usage of certain chemicals or items such as fluorescent light bulbs.

4. RFI #1 On page 8 of 49 under 7.14 the solicitation states, “There shall be no penalty or additional costs incurred should Boise VA Medical Center require more or less than the estimated pickups or disposal volume outlined in the schedule of costs.” This would leave the contractor open to perform the contracted services even if there were large overages. We would need to account for this possibility in our pricing causing our bid to be much higher than it would otherwise need to be. If this contract is to be an FFP, can the VA set a maximum volume of each waste stream that would be covered or change the contract to IDIQ and allow us to give unit pricing for each waste stream?

Government Response: Pricing will be based on how much waste is picked up & disposed of. Your pricing should be based upon the estimated amount of materials being disposed of.
