Justification for Single Source Awards IAW FAR 13.106‐1 For

Over Micro‐Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C260‐19‐AP‐2273

1. Contracting Activity: Department of Veterans Affairs, VISN 20, 648 Portland Medical Center

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

2 EA SCPC CENTRIFUGAL PUMP INCLUDES: 60‐00‐00 ASY SCP CENTRIFUGAL PUMP, 60‐05‐40 ERC

TUBING CLAMP/620MM, 1 60‐03‐75 SCPC LEVEL BUBBLE, 1 0395‐2049 SPD TRUWAVE XDUCER

CABLE. / Estimated Amount: $131,059.92. This pump is used in conjunction with the heart/lung machine.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The centrifugal pump must have uninterruptable power supply good for duration of 90 minutes.

The SCPC is integrated into the Sorin S5 heart lung machine presently being used at the Portland VA.

Currently, we are unable to proceed with proceed with procedures that require this kind of pump.

This is a necessary piece of equipment and without it patient care will be negatively affected.

This unit is compatible with the heart lung machine and is capable of passing cleaning/sterilization procedures.

4. Description of market research conducted and results or statement why it was not conducted:

Because of the urgent nature of the request limited market research was conducted. This is for a replacement Centrifugal Pump used by perfusion during heart and liver cases for the Portland VA.

Previously used Terumo Biomedicus pump reached end of life and was removed from our campus.

This pump is critical to patient care and is used for liver cases that require VV bypass and Left heart bypass cases. The Medtronic pump was unable to pass sterilization and cleaning processes required by SPS, therefore, this pump was excluded from further review.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106‐1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
