The purpose of this amendment is to answer questions received, establish a virtual site visit and extend the hour and date specified for receipt of offers. All other terms and conditions remain the same.
Please see continuation page (pgs 2 - 4) regarding answers to questions received.
A virtual site visit has been scheduled for Tuesday, July 18, 2023 at 10am. Please send an email request to heather.clemons@va.gov for an invite. This virtual visit is NOT mandatory.
Please note the offeror submittal due date has been extended. All offers must be received at heather.clemons@va.gov no later than 7/21/2023 5:00pm MDT.
Questions and Answers below are referencing RFQ 36C25923Q0609:
Q. Is this a new or follow-on requirement? If a follow-on, who is the incumbent and what is the contract number?
A. This is a new base only requirement. This requirement has not previously been awarded and therefore there is no incumbent.
Q. How many locations are there?
A. Please see 2023 Architectural As Built 4-3-23 attached to original solicitation.
Q. Are any additional documents besides the RFQ required to be submitted?
A. Yes, please see Special Standards of Responsibility (SSR) located in E.3 52.212-2 Evaluation – Commercial Items.
Q. Is a site visit mandatory?
A. No, a site visit is not mandatory.
Q. Are there limitations to subcontracting?
A. Yes, please review sections: C.6 VAAR 852.219-75 Limitations On Subcontracting and E.1 Addendum to FAR 52.212-1 Instructions to Offerors paragraph: General Standards of Responsibility. This MUST be completed, signed, and returned for offer to be considered.
B. Offeror MUST provide all documentation as specified in E.3 52.212-2 Evaluation-Commercial Items, Special standards of Responsibility (SSR) for subcontractor(s) if applicable.
Q. What is the square footage of the facilities?
A. 326,067 Sqft.
Q. Can a copy of the floor plans be made available?
A. Yes, see 2023 Architectural As Built 4-3-23 attached to original solicitation.
Q. CAD drawings are required as part of our survey report, will you provide AutoCAD base drawings? And when/if they are not accurate with the current space configuration, are we expected to re-draw them?
A. The awarded Contractor will work with the VA CAD person and the VA CAD person will update them for potential errors.
Q. It is required that samples are repaired where they are collected “to a condition as close to original as possible.” Normally in the trade of Asbestos Surveying, they only caulk or spackle the location; therefore, it would be a major cost if we had to bring drywallers in to do a professional repair and paint to match? Could you please elaborate?
A. Contractor is responsible to repair / fix the area of sampling as close to original as possible. It is best practice to choose locations for testing that do not affect the main areas or in concealed areas where possible.
Q. Per the SOW, it states to inspect every accessible area. Could that be clarified to state something like every space accessible with a 20 foot ladder with the rental of additional lift equipment?
A. No, the term accessible would mean what is defined by the dictionary and common knowledge.
Q. The RFP states this is an AHERA baseline survey. Under AHERA exterior building components are not part of an AHERA inspection. The RFP also states, “Roofing materials, where required, shall be sampled to the extent that they do not compromise the integrity of the roof membrane or void the manufacturer’s warranty.” However, it is not possible to meet this requirement because if the roofs need sampled, we must use a core sampling technique to obtain samples to ensure all roof layers have been sampled. Collecting core samples of roofing material will require a roofing contractor to repair the core area and render the current manufacturers warranty void. In my past experiences with VA roof inspections, it was determined to consider the roof Suspect ACM and then prior to any demolition activities, collect the core samples since the roof was going to be replaced regardless. Do you know when and if the roofs were replaced? Also, are you able to provide a list of the ages of the buildings on the campus?
A. Contractor will be responsible to have roofing contractor in place to correct the core sample. We do not have history on when the roofs were replaced.
Q. Are the pharmacy cleanrooms included in the survey?
A. Yes.
Q. On Page 4 of 58, it indicates that all previous data should be incorporated into “the database system.” Is this an existing system? How extensive is this database system? How much data will need to be entered?
A. This statement can be removed as it is a new baseline so no need for previous data.
Q. Is there an existing O & M Plan, and if not are we to create one for you?
A. One needs to be created as the existing one is obsolete.
Q. Please clarify, the scope of work identified in Section B.2 states that this solicitation is for “all Veterans Affairs Medical Center Buildings in the Cheyenne VAMC” approx. SF is 326,000 SF, however the aggregate of all of these buildings is nearly 2,000,000 SF. Is this solicitation for all facilities or just for the Hospital?
A. Not sure where the 2,000,000 SF comes from, but the existing total gross SF is 363,067 this includes all buildings on the Cheyenne Campus.
Q. Is it within the hospital or is it something that can be sent and worked on remotely?
A. Not sure what is being asked here as the core samples must be taken on site.
Q. Are there any buildings to be inspected other than the ones included in the drawings that you provided?
A. A virtual walk-through has been scheduled for all potential contractors so they can see what they are bidding on. This virtual visit will be conducted via Microsoft Teams on Tuesday, July 18, 2023 and will begin promptly at 10am MDT.
B. This virtual visit is not mandatory.
