Statement of Work
1. Introduction The Department of Veterans Affairs Member Services (MS), Compliance and Internal Controls Program Office (CICPO) has a service required to provide long-term continuing professional education (CPE) distance-learning services for auditors and analysts to maintain the GAO Generally Accepted Government Auditing Standards (GAGAS) professional continuing education standards and competencies at cost-effective rates during budgetary constraints.
2. Scope or Purpose. Each auditor working under GAGAS must complete 80 professional CPEs every two years; at least 20 hours of 80 CPEs must be completed in any one year of the two-year period. CPEs should be in subjects directly related to auditing, government auditing, the government environment. The 80 CPE hours directly enhance the auditor’s professional proficiency in performing audits or attestation engagements.
3. Objectives. The Contractor will provide 24 (twenty-four) annual subscriptions with unlimited access to CPE Distance Learning online training and continuing education courses in the fields of accounting, auditing, finance, and data analytics.
The following are the business and technical requirements:
· CPE Distance Learning online training and continuing education courses shall be in the fields of accounting, auditing, finance, and data analytics.
· All CPE courses must be National Association of State Boards of Accountancy approved.
· The contractor must ensure that the professional education, distance-learning training, and services are readily available and accessible, without interruption, to MS CICPO auditors and analysts virtually assigned in various locations of the United States, so as not to impede or prevent audit, engagement, and consultation duties and responsibilities from being performed efficiently and effectively, throughout the duration of the contract.
· The contractor must provide uninterrupted, readily available distance-learning, continuing, professional education, instructor-led training, and live webcast curriculum throughout the duration of the contract.
· The contractor must permit the MS CICPO to use vacant subscription slots for new, incoming and/or current employees, at no additional cost to the Federal Government. The MS CICPO will be charged subscription services when the vacant slot has been filled with a new, incoming and/or current employee.
· The contractor will charge a prorated amount for orders placed within the contract performance for new or incoming employees.
· The contractor will provide reporting capability for select users to be able to see the User Usage Report for MS CICPO users.

E.4 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
Factor 1- Technical Capability
The technical capability evaluation will be rated either “Acceptable” or “Unacceptable” based on the factors.
Factor 2 – Price
a. All line items in the Price Schedule must include a price.
b. The total evaluated price will consist of the offeror’s total proposed price. The Government may determine that an offer is unacceptable/unsuitable if the prices are significantly unbalanced. Price realism may be performed by the Contracting Officer.
The Government will perform a comparative evaluation of the products/services quoted. The Government will compare quotes to one another to select the product/service that best benefits the Government by fulfilling the requirement. The evaluation of Government requirements outlined in this request for quotation will determine suitability; therefore, the Government may award to other than the lowest priced offeror if it is in the Government’s best interest to do so. Past performance is not a requirement and will not be evaluated.
The Government will select the quote that represents the best benefit to the Government at a price that can be determined fair and reasonable. The Government intends to award without discussions with offerors. However, the Government reserves the right to conduct discussions if it is in its best interest to do so.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
