1. Contracting Activity: Department of Veterans Affairs, VISN 19, Network Contracting Office 19 (NCO 19), located at 6162 S. Willow Drive, Suite 300, Greenwood Village, CO, 80111.
Organizational Activity: VISN 19, 4100 E Mississippi Ave Ste 1100, Glendale, CO 80246.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: VISN 19 propses to enter into a base plus one year option contract for an unlimited Annual License for Brillians Test Results Module for all VISN 19 Rocky Mountain Network facilities. This action will be awarded as a new firm-fixed-price contract to SupraVISTA Medical DSS, LLC, Women Owned Small Business. The period of performance is projected to be:
Base Year: 09/01/2023 to 08/31/2024 Option Year 1: 09/01/2024 – 08/31/2025
The total estimated value of this contract is $204,204.00. If exercised for up to 6 months the 52.217-8 option will be exercised at the same rates as those in effect under the contract at the time the contract is extended.
3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: VISN 19 currently has a contract with SupraVista (maker of Brillians) for the use of their Brillians software 36C25922P0987. This add-on module is only available directly from SupraVista, which owns the proprietary rights to the highly specialized software. Brillians is the only test results module that has the unique capability/features to meet VHA CPRS users’ needs and seamlessly integrate with VistA and CPRS at the sites. Brillians is the only application that has the capability to provide automated rule based analysis of clinical data at point of care and integrated with VHA’s existing IT architecture. Brillians collects certain remote data from other systems using interoperability functionality within the VistA system.
4. Description of market research conducted and results or statement why it was not conducted:
VA staff who have previously contracted this vendor were contacted and presented their information to several levels of leadership. Since Brillians is the only add-on module that has the unique capability/features to meet VHA CPRS users’ needs and seamlessly integrate with VistA and CPRS at the sites, and is also already approved by VA IT for use.
Market Research was conducted by searching Vendor Information Pages (VIP), the Federal Procurement Data System (FPDS), National Acquisition Center, GSA Advantage, SAM.gov, and manufacturer inquiries. Market research determined the items are only available open market from sole manufacturer and distributor SupraVista Medical DSS, LLC.
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
