The Department of Veterans Affairs, Veterans Health Administration (VHA), Network Contracting Office 19 (NCO 19) is conducting a market survey and is seeking potential sources for the replacement of the automatic tank gauges and sensors for the underground storage tanks. This Sources Sought Notice is issued for information and planning purposes only. This is not a solicitation or a request for proposal and shall not be construed as an obligation or commitment by the Government. An award will not be made on any offers submitted in response to this notice, and it shall not be implied the Government is committed to providing any solicitation or award following this notice. The Government will not pay for any information received in response to this request, nor will the Government compensate a respondent for any costs incurred in developing the information provided.
Responses shall be submitted to Tamanica Danford-Leaf @ Tamanica.danford-leaf@va.gov by 2 pm 6/9/21.
This notice is intended strictly for market research. The purpose of this Sources Sought Notice is to determine interest and capability of potential qualified sources of supply and determine the socioeconomic size classification of the supplier and manufacturer of the end item.

In addition to providing the information requested above, responding companies are encouraged to include any relevant information (specifications, cut sheets, brochures, capability statement, past experience etc.) to confirm the company’s ability to meet the requirements outlined in this request.
Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract or agreement. This notice shall not be construed as a commitment by the Government to issue a solicitation, or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued.
Statement of Work Automatic Tank Gage Replacement Sheridan VAHCS 666
1. Purpose: To obtain replacements for our current end-of-life Automatic Tank Gage (ATG) boxes and sensors for underground fuel storage tank monitoring.
2. Background: The Sheridan VAHCS has existing ATG boxes and associated tank probes & sensors to provide EPA mandated monitoring of 9 underground fuel storage tanks (7 Diesel, 2 Gas [1 E85, 1 93]). The ATGs provide tank monitoring for leaks, water, fuel levels and other compliance reports. The current ATGs include 6 Veeder Root TLS-350 boxes and 1 Veeder Root TLS-300C box. This would be a turnkey replacement of all of the existing Veeder Root boxes and tank probes/floats, to allow the Sheridan VA to continue to meet EPA monitoring requirements.
3. Specifics: The replacement ATG equipment shall meet the following requirements:
A. Shall have an LCD color touch screen with an easy to read graphical display.
B. Shall have an AC power supply, 100-249 VAC, 50/60Hz.
C. Shall have an internal rechargeable backup battery.
D. Shall be able to handle a maximum of 256 probe and sensor inputs.
E. Shall be able to handle a maximum of 32 probes.
F. Shall be able to handle a maximum of 99 of any one type of sensor.
G. Shall work with existing tank sensors or contractor shall provide, install and integrate new sensors.
H. Shall install a new probe with float, water detection, and 0.2 GPH or better testing capability, in each of the 9 underground storage tanks on campus.
I. Shall work with 2-wire, ATG & interstitial sensors.
J. Shall have a minimum of 4 configurable RS-232/RS-485 serial ports.
K. Shall contain Ethernet and USB ports.
L. Shall have the capability to be networked via GSM/GPRS modem via Ethernet port. This system is planned to be installed as standalone sites, but intent is to network them at some future point.
M. Shall support at least 2 Ethernet networks.
N. Shall be able to produce a multipoint tank chart that supports up to 5,000 unique points.
O. Shall have an operational temperature range of at minimum 32F to 105F.
P. Shall be safety approved for its intended purpose by the following groups: UL, FCC, EMC, and PESO.
Q. Shall support metric, imperial & American units of measure.
R. Shall have customizable user logins with role-based access levels.
S. Shall have customizable alarms.
T. Shall have a help menu.
U. Shall provide reports with 3 years of history.
V. Shall provide inventory and delivery monitoring reports.
W. Shall provide power outage reporting.
X. Shall provide alarm history reporting.
Y. Shall provide external visual status indicators for power, warning and alarm.
Z. Shall be capable of receiving software/firmware upgrades.
AA. Shall provide in-tank static leak detection (0.1 GPH annual testing and 0.2 GPH monthly testing).
AB. Shall provide continuous statistical leak detection of 0.2 GPH.
AC. The contractor shall remove the existing Veeder Root boxes, install the new boxes, reconnect power and sensors (rerouting as needed), and shall ensure that the new boxes are fully functional and all sensors are reading and recording as intended.
AD. Shall have a service provider within 170 miles of the Sheridan VA Medical Center, in order to timely handle emergency service calls.
AE. Shall provide a full set of operations and maintenance manuals.
4. Warranty: The ATGs and all associated systems shall have a minimum warranty of 1 year.
5. General: Equipment to be delivered to the Sheridan VA Medical Center. FMS personnel will accept the installed equipment. Contractor shall perform a full installation and functionality test on the equipment to ensure that the equipment is working properly.
