2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:
The Salt Lake City Veterans Health Care System requires the purchase of Lexicomp clinical drug information database subscription for its Inpatient Acute Care Hospital, Ambulatory Care, and Outpatient Pharmacy. Lexicomp is a hospital-wide solution for pharmacists, physicians and nurses and provides clinicians access to multiple clinical drug information resources within a single interface. Additionally, it provides clear, concise, point-of-care drug information, including dosing, administration, warnings and precautions, as well as clinical content, such as clinical practice guidelines, IV compatibility from Trissel's 2 Clinical Pharmaceutics Database, and drug interactions.
Period of Performance: April 3, 2020 – April 2, 2021, plus four (4) option years
3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturer can be used:
LexiComp is a comprehensive clinical database that provides access to multiple current drug and disease information modules and is tailored to various medical specialists (doctors, nurses, pharmacists, dentists, pediatrics, geriatrics and patients) within the medical center. The Lexicomp database includes modules from Facts & Comparisons; Trissel’s IV Check; Drug Comparison Reviews;
Comparative Data Tables; and Formulary Monograph Service. No other clinical drug information database permits access to multiple modules within a single interface. Additionally, the other clinical drug information databases identified in paragraph four (4) below are targeted to pharmacists or other special category of information. Further, the Salt Lake City Inpatient Acute Care Hospital, Ambulatory Care, and Outpatient Pharmacy utilizes Lexicomp for all dosing, administration, warnings, and precautions. This database is used to look at IV compatibility, drug – drug interactions.
4. Description of market research conducted and results or statement why it was not conducted:
Wolters Kluwer Clinical Drug Information, Inc, (WKCDI), is the developer of the Lexicomp clinical drug information database. In addition to Lexicomp, the technical experts at the pharmacy researched the use of Elsevier, DrugBank, AHFS platforms. Elsevier, DrugBank, and AHFS platforms are clinical drug information databases also reviewed during market research. The technical experts reviewed their product specific information on their respective internet sites and found these clinical drug information databases do not permit access to multiple modules whereas the Lexicomp https://www.acquisition.gov/?q=/browse/far/13

A letter from Wolters Kluwer Clinical Drug Information, Inc, (WKCDI) dated March 2, 2020, states “WKCDI is a provider of drug information and clinical content for the health care industry and it provides the Lexicomp Online and Medi-Span, collectively known as “WKCDI Data.” Lexicomp can be purchased direct from WKCDI or its authorized resellers. WKCDI has confirmed Nationwide Pharmaceuticals is an authorized distributor. An FPDS search shows delivery order VA259-15-F- 1393 was awarded to Lexicomp Inc, (parent company is WKCDI) on January 26, 2015 and was utilized by the Salt Lake City VA Medical Center for the entire base, plus four (4) option year period.
Further, FPDS showed NCO 19 awarded purchase order 36C25919P0005 to Nationwide Pharmaceuticals on October 1, 2018 for the Muskogee VA Medical Center located in Oklahoma.
5. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
