OCC Tele-interpreter Q&A
RFQ: 36C25920Q0223
1. Question: The RFQ uses the terms "interpretation" and "translation" interchangeably. Please note that "interpretation" refers to spoken language and "translation" refers to written text. Can you please clarify if you are only seeking telephone interpretation services, or are you seeking document translation services as well?
Answer: Only tele-interpretation is required.
2. Question: Regarding page 61, E.4 52.212-1 Instruction to Offerors, (10) Past Performance, is there a minimum number of references required for this quotation?
Answer: No minimum
3. Question: What are the most common languages requested?
Answer: Spanish, Chinese (Mandarin)
4. Question: What languages have been the most difficult to fulfill?
Answer: Unknown
5. Question: Are the languages all or nothing?
Answer: Ability to interpret all is required
6. Question: The document mentions translation, will there be any written translation components, or is it all over-the-phone (and also none over video) Answer: Only interpretation over-the-phone is required.
7. Question: If our company will not have access to the SS# and names of all personnel/interpreters. Is that a deal breaker?
Answer: Yes, per section 3.3 of the statement of work, contractor and subcontractor employees must pass a background investigation and SSNs and names of all employees must be submitted to the Contracting Officer.
8. Question: Is the VA looking for staff this with humans or automatic speech recognition and machine translation for Speech to Speech oral telephony-based communications?
Answer: Human staff is preferred
9. Question: Is the Dept of VA expecting a single vendor to provide an individual per language to be interpreted at the time of award, or will it be acceptable to allow the contractor to bring on employees as they locate and hire them?
Answer: Additional employees may be hired as long as they pass the necessary background investigation, complete the required trainings and comply with all requirements of the Business Associate Agreement.
10. Question: The RFQ mentions translation is there a need for written translation based on the language provided into English? As to interpretation, are you looking to have in-house interpreters or would require OPI (Over the phone interpretation) service?
Answer: Only tele-interpretation is required.
11. Question: With OPI interpreters service are security clearance required? OPI interpreters will not be physically present and will be globally located around the world? OPI is a service where your OCC employee calls a toll-free number to access an operator who will ask the employee for an access code then which language, they would like an interpreter. From there, an operator will dial out your customer phone number, once connected the employee will ask questions so that the interpreter asks these questions in your customer's native tongue.
Answer: The position sensitivity for this effort has been designated as Low Risk and the level of background investigation is a National Agency Check with Written Inquiries. A Business Associate Agreement will also be required since the contractor will have access to PHI on telephone calls.
