Question and Answer:

Question 1: Im a Certified Service Disabled Veteran Owned Small Business interested in bidding on Solicitation Number: 36C25919Q0404 . I was hoping you could answer a few questions…….Is this a new requirement, or is there an incumbent contractor? There is no incumbent. If existing, can you provide me the contractor and award amount? None Answer 1: See above, in red font.

Question 2: I had a question about this solicitation. These samples that are done monthly can they all be collected at the same time. So for example the Legionalla says 35 tests per month, are we able to collect these samples all at the same time?

Answer 2: All samples for each type of test will be collected and delivered to the lab at the same time. For instance, all 35 of the legionella samples will be pulled at once and delivered to the lab. On another day the two Lead and Copper samples will be taken and delivered. But I do want to be clear that VA staff will collect the samples and deliver them to the lab for testing, the Contractor will NOT be required to come to the VA campus and collect the samples.

Question 3. What type of Bacteria testing? Legionella is listed separately as tested 35 times per month, is there a specific type of additional bacterial testing that is required during the 7 times per month test?

Answer 3: Coliform (TCR)

Question 4. How often are the lab results and written explanations required? Lab results are currently received in about a week after samples are submitted; must explain what results are. Is a weekly consolidated report of all the testing done that week acceptable? Report and explanation required for each test Or is a report and explanation required for each test? Since legionella is tested more than every day per month, is a daily individual report and explanation required for each sample? All 30 legionella samples are collected at the same time, report and explanation required for each test

Question 5 a&b: Can you please clarify the following (referencing ‘b.’ & ‘e.’ on page 7 of 53 of SOW):

Question 5a. b. – Which ‘Disinfection byproducts’ do you want tested for on the culinary water system?

Answer 5a. From the Utah Dept of Environmental Quality website:

Monitoring Requirements: Water systems that use Stage 1 disinfectants such as: ozone, chlorine dioxide, or chlorination for disinfection, or purchased water that uses disinfectant is required to sample for Disinfection By Products (DBPs). Samples are collected at Entry Point to Distribution System and in the Distribution system depending on disinfectant used.

Question 5b. e. – Can emergency retesting be broken out per Analyte? There is a big difference in cost for the different analyses. Legionella and HPC are fine to average, the byproducts is where it could be a major cost difference. Please advise which ones and if you know how you would like them reported ie in concentration or presence/absence.

Answer 5b. There is no way to know in advance which tests will require emergency re-testing, so that cannot be broken down by Analyte. Recommend that you provide unit pricing for each type of re-test. Reports of re-tests require the same information as initial tests. For instance, if the ppm of a monthly Legionella test is higher than allowed limits, then we will perform mitigation, then re-test. The re-test must give us the same information as the initial so we know if the mitigation has been effective.

Question 6. Could you please tell me if this is a new requirement, or if there is a current or previous contractor who has performed similar services? No incumbent. If available, can you please send along the incumbent contract or task order number? None.

Question 7. RFP Page 7, 6 a. and CLINs - Can the government please specify what kind of bacteria they need tested? Coliform (TCR) RFP Page 7, 6 – Refers to “tests” in 6 a, b, & c: Can the government clarify if “tests” are the number of samples to be tested? Yes, “tests” equals the number of samples to be tested RFP Page 7, 6 d. – Refers to “Two per month/24 per year.” Can the government clarify if this is two samples per month? Two samples per month.

RFP Page 6, B.2, – Refers to “disinfection-byproducts” in section A. Can the government clarify what is meant by “disinfection-byproducts” as in for which chemicals will the culinary water system need to be tested? From the Utah Dept of Environmental Quality website:

How many shipments of samples will be sent per month? Four shipments, one shipment for each type of test, plus any required emergency shipments for re-tests of results outside of acceptable parameters such as positive Legionella results How many days per month are samples collected and shipped? For instance, Page 7, 6 d. calls for 35 tests per month, will all 35 samples be shipped on the same day or will the difference quantities of samples be shipped on different days to total 35 in the month? All samples for each type of test will be collected and delivered to the lab at the same time. For instance, all 35 of the legionella samples will be pulled at once and delivered to the lab. On another day the two Lead and Copper samples will be taken and delivered.

Question 8. In CLIN: 0002, 1002, 2002, 3002, and 4002, Are there any specific byproduct that need to be tested for (chlorine, bromine)? Would reporting below 0.05 ppm chlorine be acceptable?
