2. Contract Title. Telematics for station 575, VA Western Colorado Health Care System

3. Background.

The VA Western Colorado Health Care System requires telematics system purchased and installed in government owned and leased vehicles in order to reduce maintenance and operating costs, improve driver and mobile asset security, and increase vehicle utilization throughout the agency. Fleet manager will be able to optimize operations with a feature-rich GPS device that delivers vehicle location and telematics data to help maximize their assets.

4. Scope.

The service at Grand Junction VHCS and will provide the following:

1) The contractor shall provide all equipment, services, material, tools, labor, facilities transportation and supervision to furnish telematics equipment/monitoring devices and monitoring services for twenty-six (26) vehicles.

2) Telematics devices collect, record, and transmit vehicle operational data. The devices plug into the vehicle’s dashboard computer and transmit the data directly from the vehicle to a web-based reporting platform.

3) Performance period:

Base year:June 1, 2019 to May 30, 2020.
Option Year 1:June 1, 2020 to May 30, 2021.
Option Year 2:June 1, 2021 to May 30, 2022.
Option Year 3:June 1, 2022 to May 30, 2023.

Option Year 4: June 1, 2023 to May 30, 2024.

4) Currently 26 vehicles will need Telematics installed. The vehicles needing telematics systems are listed below. All vehicles are based out of Grand Junction, Colorado.

5. Specific Tasks.

Installation Service shall include:

· Installation of telematics devices in 26 vehicles at the Grand Junction campus:

VA Western Colorado Health Care System 2121 North Avenue Grand Junction, Co. 81501

· All vehicles will be available for installation during a 36-hour installation window. However, many vehicles are required for home based primary care appontments and will not provide efficient instaltion scheduling during normal working hours of 0800 to 1700. Working after 1700 will allow for more efficient use of installers time.

· Installation shall be completed within 60 calendar days of contract award.

Monthly Service shall include:

· Near real-time vehicle locations for easy dispatching

· Ongoing access to historical GPS data to respond to investigation request

· Comprehensive on-board engine diagnostic reports for pre-emptive vehicle maintenance

· Enhances geo-fence and landmark features for proactive alerts

· Intuitive dashboards to display fleet performance against agency key performance indicators

· Ability to incorporate GIS layers on the mapping interface for users to easily reference custom maps.

Monthly Report The telematics provider shall provide GSA Fleet a monthly order status report. The monthly order status report will be emailed to fleetsolutions@gsa.gov with the title “Cumulative Report – Agency Name, Telematics Provider, Device Name” by the 10th of each month. The report will be either CSV or Microsoft Excel format. The report will include device serial number, vehicle identification number (VIN), the GSA license plate number, device activation date, and device deactivation date of all GSA Fleet leased vehicles that have the above mentioned telematics solutions and devices installed. An updated list indicating which vehicles have had devices removed and which vehicles have had devices installed, as well as unchanging vehicles must be sent on a monthly basis.

6. Security Requirements No security requirements are necessary.

Questions and Answers:

1. Does the fleet manager want the installation with a plug in only where the device would have to be removed for access to the OBD II or does the manager want a Y cable installation where the device is installed on the Y cable and the OBD II would be accessible without unplugging?

Answer #1: Please install with Y cables

1. Does the Fleet Manager want the Telematics Map layer exporter to GIS system?

Answer #2: Yes

1. We have access to over 200 devices; is there a preferred manufacture?

Answer #3: Any device so long as it meets the SOW

1. Cascading Set-Aside Procedures Set-Aside Requirement: Any award resulting from this solicitation will be made using the following cascade set-aside order of precedence:

a. In accordance with FAR subpart 19.1405, any award under this solicitation will be made on a competitive basis first to an eligible Service Disabled Veteran Owned Small Business (SDVOSB) concern, provided that there is adequate competition among such firms.

b. If there is inadequate competition for award to a SDVOSB concern, award will be made competitively to a Veteran Owned Small Business (VOSB) concern, provided that there is adequate competition among such firms.

c. If there is inadequate competition for award to a VOSB, award will be made competitively to a Small Business concern.

d. If there is inadequate competition for all small businesses, award may be made on a full and open basis.

e. Adequate competition shall be deemed to exist if:

At least two competitive offers are received from qualified, VetBiz-certified, responsible business concerns at the tier under consideration; and a fair and reasonable price can be anticipated.

Answer #4: The solicitation posted is set-aside to SDVOSB at this time. I did not use the cascading procedure.

1. We are interested in responding to this solicitation and would like to know if the VA is looking for a solution that uses the OBD2 port of the vehicle or is the VA wanting to have the solution hard wired into the vehicle?

Answer #5: We are planning on using the OBD2 port for installation.

1. Could you please tell me if the Combined Synopsis/Solicitation posted as solicitation number 36C25919Q0323 on FBO contains requirements similar to any work performed currently or in the past, or will this be a new requirement?

Answer #6: This is a new requirement.

1. We are a small business entity specialized in Telematics solutions. We came across this solicitation. Is this solicitation only for Service-Disabled Veteran-Owned Small Business?
