Charlie Gritzmacher Contract Specialist Office of Community Care – Workforce Management (OCC-WFM) Performance Work Statement (PWS) CCURE 9000 Maintenance and Services Contract, Townsite II, Topeka, KS
1. Purpose: The VHA Office of Community Care – Workforce Management (OCC-WFM) is a maintenance contract for our CCURE-9000 security system for Suites 102 & 131, Townsite II, 120 6ht Street, Topeka, KS, 66604. Contractor shall perform routine and breakdown maintenance and support services for the system and hardware. System was installed within the last 18 months.
2. Background: The OCC – WFM area is contained in Suite 102. A nearby suite, 131 (occupied by OCC Payroll), is supported by the OCC-WFM system, although the occupants do not report to OCC-WFM. The system covers badge in/out and camera monitoring for external and internal doors. The system includes a battery backup system and two monitoring stations. The system must remain operational 24-7-365. In the event of an outage, the system requires an immediate response and repair. The CCURE system is networked to other CCURE systems in the Topeka area (specifically,those at the Topeka VAMC campus).
3. Scope: OCC-WFM has a requirement for routine maintenance and emergency repairs for the CCURE-9000 system at out facility. The hardware to be supported includes:
· Software maintentance/support for Windows 10 and exacqVision Client version 8.6.1.11531
· 1 PC running Windows 10 and exacqVision Client version 8.6.1.11531; system has a 4 TB HD for video storage and a 104 GB HD for system software, with 4 GB RAM (this is the control and recording unit for the security cameras)
· 2 55” TVs used as system monitors for cameras and CCURE admin/monitoring
· 11 fixed angle color cameras with motion detection
· 6 override buttons at doors;
· 4 over door release motion sensors (fire code requirement)
· 19 badge readers at doors (2 of these have keypad inputs); note: some doors have only one reader installed
· 12 associated door locking mechanisms; 7 have automatic unlocking under fire alarm conditions
· 10 magnetic door release mechanisms (door hold open devices)
· Associated in-wall and in channel wiring and cables
4. Period of Performance: The period of performance shall be for a single year, with up to four option years provided for the Government to exercise. The periods shall coincide with the Federal fiscal years, starting with FY19.
5. Place of Performance: Work under this PWS shall be performed at the Contractor’s facility and, when required, at the Office of Community Care - Workforce Management Office located at Townsite Plaza II, 120 SE 6th Street, Suites 102, 130, and 131, Topeka, KS.
6. Contract Type: Firm-Fixed Price (FFP)
7. Security Requirements:
The contractor must comply with all network access requirements for operating within and upon VA networks. The contractor will have to be granted access to the VA camera system network at Townsite II (Suites 102, 130, and 131). Such access may be physical or virtual, depending on the requirements of the work.
Specifically, the contract requires the following:
· The VAAR security clause
· The background security investigation language of VA Handfbook 6500.6 Appendix C, sections 1,2,3, 6, 7, 8, and 9 are required for this contract. The language of section 5 of same is also required if the contractor offers/intends to provide remote assistance for repairs, reprogramming, monitoring, or troubleshooting.
