A. The purpose of Amendment 0001 is to (1) answer Offeror questions and (2) to replace Page 41, Provision E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, in its entirety.
B. The following questions and answers are for Solicitation Number 36C25918Q9632_1.
1. I am hoping to find out if there is an incumbent contractor currently performing these services or if this is a new requirement. If there is an incumbent, could you please provide the contract number? Yes, there is an incumbent: Nu-Way Security and Investigative Services, Inc., 16899 B Street, Victorville, CA 92395-3217. The incumbent is a Small Business. The contract number is GS-07F-08358, Order VA741-13-F-0244. The contract expires 09-24-2018. Solicitation Number 36C25918Q9632_1 is a follow-on requirement and an SDVOSB set-aside.
2. Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?

3. Can you please verify this is for one guard on duty at a time for the 2 shifts (0530-1400 and 1400-2230) and not for 2 guards per shift? Yes, this requirement is for one guard on duty at a time for the 2 shifts.
4. On page 37 of 61 in the Instructions to Offerors, item (b) 4 requests a technical description be submitted. Are there any limitations on this description in terms of number of pages, specific subjects to be covered, font size or type, etc? The technical description should detail what type of training certification the security guards received. The technical description should address the Minimum Requirements specified on Page 41, Provision E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, Technical Capability.
5. Is the Technical Capability requirements on page 41 correct? The appear to be referring to building maintenance and not unarmed guards. No, my apology. Page 41, Provision E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, is replaced in its entirety.
6. On page 41 of 61 in the Instructions to Offerors, there is a chart that lists minimum requirements for the Technical Capability, but everything on the list relates to an HVAC requirement not an unarmed guard requirement. Can the Government please clarify what will be used for the technical rating for this requirement? Page 41, Provision E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, is replaced in its entirety.
7. I reviewed the SOW and Hours from 0530 hours to 2200 hours. It also states Monday thru Friday with holidays off. However, in reviewing the Cost Pricing Sheets, the Quantity Hours appear to be 4,000 hours. This does not appear to workout correctly based upon the SOW with (2) guards for the duration of the optional years hours. 4,160 hours.
8. Does this require a contractor's vehicle? No.
C. Page 41, E.1 ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS, is replaced in its entirety with the following.
ADDENDUM to FAR 52.212-1 INSTRUCTIONS TO OFFERORS—COMMERCIAL ITEMS Provisions that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available.
The following provisions are incorporated into 52.212-1 as an addendum to this solicitation:

Price will be evaluated for reasonableness. Contractor shall provide pricing on Excel Spreadsheets.
The Technical Capability will be rated on the basis of “Satisfactory or Unsatisfactory”. If “Unsatisfactory” rating is received for any Technical Factor, the offeror will not be eligible for an award. If subcontracting, the same information shall also be submitted for evaluation of the subcontractor as prescribed in FAR 52.219-14 Limitations on Subcontracting. The following shall be evaluated for award:

Evidence by certification in the proposal, that the security guards received standardized training to prepare them to handle problematic people and physical altercations and to protect themselves and VHA employees.
Confirm the security guards speak English as their primary language and they are able to read and write English so that they can report unusual events and have the ability to construct and write clear, concise, accurate and detailed reports.
Confirm the security guards are at least twenty-one (21) years of age, have education above the high school level, and possess relevant experience totaling two (2) years.
Confirm the security guards are physically fit to pass a physical examination.
Confirm the security guards are United States citizens and have no prior criminal felony record.
The Past Performance will be rated on Satisfactory/Unsatisfactory/Unknown rating. No award will be made to a contractor who receives an unsatisfactory rating.
Satisfactory– Based on the offeror’s performance record, the government has an expectation that the offeror will successfully perform the required effort.
Unknown-Neutral – No performance record is identifiable or the offeror’s performance record is so limited that no confidence assessment rating can be reasonably assigned.
Unsatisfactory – Based on the offeror’s performance record, the government has no expectation that the offeror will be able to successfully perform the required effort.
Evidence past performance by listing the relevant and current (within past three years), security jobs performed by the offeror (Client, POC, Phone Number, Contract Number, Title, Short Description).
