2. Nature and/or Description of the Action Being Processed:
The estimated value of the proposed action is xxxxxxxx for a base and four (4) one (1) year options.
This requirement is to enter into a new lease/service agreement contract for Stryker equipment; includes scopes and accessories plus estimated property taxes. The base period of performance for this contract will begin May 29, 2018 through May 28, 2019. The Stryker lease is for 60 months from May 29, 2018 through May 28, 2023.
These scopes and accessories are required to perform various surgical procedures on our Veterans who receive surgical treatment at Fort Harrison, Montana VA. The interruption in the lease/support services would be detrimental to the care of our Veterans and limit their access to surgical care.

4. Statutory Authority Permitting Other than Full and Open Competition:

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):
Stryker medical equipment and scopes are what is compatible with the highly specialized major system installed and implemented Stryker Integration system currently in use at the Montana VA, Fort Harrison location operating room. Having different operating equipment for a specialized integration system makes it difficult for our physicians to stay competent on two different systems/equipment and is also very costly since most pf the equipment is not eligible to integrate properly into the Stryker integration system. Stryker is the only company that can lease and provide the equipment compatible with the current operating integration system in use today. To purchase equipment not compatible to the major highly specialized current integration system would be a substantial dulplication of cost to the government and provide undue delays due to the procurement process.
