VHAPM Part 813.106 Simplified Acquisition Procedures Attachment 1: Brand Name Justification for SAT under $250K
DEPARTMENT OF VETERANS AFFAIRS
Brand Name Justification IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID:
1. Contracting Activity: NCO 19 6162 S. Willow Drive Suite 300 Greenwood Village, CO 80111 supporting the George E. Wahlen VAMC, 500 Foothill Drive Salt Lake City, UT 84148
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: The Salt Lake City Veterans Health Care System is needing to purchase the Ensite NAVX SE Patches. The Ensite Precision Cardiac Mapping System is used in the Cardiology Department to treat and diagnose patients. The EnSite Precision™ System is a 3-D cardiac mapping system that uniquely combines impedance and magnetic field technology to enable precise navigation and accurate tracking of conventional and St. Jude Medical™ Sensor Enabled™ electrophysiology catheters during the creation of three-dimensional maps based on the anatomy of the cardiac chamber. An EnSite Precision™ Cardiac Mapping System procedure using EnSite™ NavX™ Navigation and Visualization Technology, Sensor Enabled™ is performed using hardware components and disposable products.
The EnSite Precision™ surface electrode kit consists of a system reference surface electrode and six surface electrodes that are placed on the patient in pairs: anterior to posterior, left to right lateral, and superior (neck) to inferior (leg) (Figure 1). The three electrode pairs form three orthogonal axes (X-Y-Z), with the heart at the center. Two PRSs are also used with the EnSite Precision System: a PRS anterior, and a PRS posterior. The PRSs are connected to the patient using disposable, self-adhesive patches, and primarily function as sensors for metal distortion and patient movement.
3. Unique characteristics that limit availability to only one manufacturer, with the reason no other manufacturer can be used: The Cardiology Department already has the Ensite Cardiac Mapping System and will be soon upgrading it to the Ensite Precision Cardiac Mapping System. The upgrade requires the use of these new disposable NAVX SE patches. The disposables are needed to be able to use the Ensite system.
4. Description of market research conducted and results or statement why it was not conducted: A search of FPDS found previous brand name awards for the NAVX SE patches to both service-disabled Veteran owned small business and large business.
